The Design And Implementation Of Online Collaborative Examination And Approval Platform In E-government

With the development of Internet,e-government has become a part of government administration.E-government will not only help the government to improve information transparency,but also enhance its working efficiency,and thus increase the satisfaction of citizens.The implementation of e-government is not a simple combination of "electronic" and "government affairs".Differentiating from traditional government,e-government demands business process reengineering and scientific group decision-making.Thus,to thoroughly develop collaborative office is inevitable and necessary.This paper is of essential importance to probing into e-government theories and accelerating development of online examination and approval via following steps:1.Investigated the e-government construction and operation in domestic provinces and accordingly made detailed analysis on the requirements of online examination and approval platform,specifically in its functional requirements,non-functional requirements and business requirements.Based on these,the paper attempts to combine theories and technologies of e-government,business process reengineering,and group decision-making,to put forward a collaborative examination and approval mechanism with an online office platform.2.Made a systematic design for Changsha's collaborative examination and approval platform according to the practical condition of the city,and tested it through practical cases.Now the pilot platform operates well and has received users' recognition.3.Further developed and put the platform design into practice,involving online operations of collaborative examination and approval,application accepting,examination by Commission of Housing and Urban-rural Development,and official replies by the Office of Civil Air Defense.Hence,online examination and approval can be realized through these functional modules.In sum,the online collaborative examination and approval platform will help to improve the working efficiency,facilitate approval process,and moreover,enhance the collaborative office ability of relevant functional departments.Thus,the government will form an efficient,scientific and up-to-date working style to the satisfaction of citizens.
