Design And Implementation Of Third Party Information Exchange Platform In Local Taxation System

With the degree of information in tax system becoming more and more higher,only relying on the internal production data of tax system has been unable to meet the needs of tax staff to analyze and use tax data in depth.Therefore the introduction and good use of tax-related information of third party departments such as the business sector,the quality supervision department,the energy sector and so on is of great significance in taxation work.However in China the current situation is that there exists many problems in various functional departments that the degree of informatization is asymmetrical and the information system of each other is isolated on the network.These problems make it impossible for us to make use of the data of these departments directly.This paper which is based on the platform of third-party information exchange for the local taxation bureau in Guizhou province introduces the requirements,design and realization of such systems in the tax system in detail.To take advantage of tax-related information of third-party sectors,we need to address two key questions:(1)the network isolation between information systems;(2)no correlation between the data of different systems.To this end,the third-party information exchange platform described in this paper is divided into two subsystems:data collection terminal and data use terminal.The former is mounted on the Internet and available to each third party department for submitting data.It solves the problem of network isolation;The latter which is only open to intranet of local tax integrates data cleaning,sorting,comparison,results querying and other functions.It solves the problem of information association.The data collection terminal uses dual authentication based on password and credentials during the login process to ensure the authenticity of the user identity.It also safeguards the data security using https protocol during data transmission.This approach not only greatly reduces the cost of network communications but also ensures the data security in the process of data exchange.Comparison is the most important part of the data use terminal.This system adopts the data comparison method on multiple rules to improve the success rate of data comparison and skillfully uses the Chinese word segmentation technique and table-driven way to achieve these comparison,which makes it have a certain fuzzy matching characteristic and scalability.
