The arrival of the era of knowledge economy in the final analysis is the talent competition.The software industry is a typical high human capital industry,is becoming a hot spot in the research of human resource management in recent years.Dalian,a famouse city in north of the China,changes from the traditional industry to software and information service industry as her pillar industry.With her unique geography humanities environment became the only one "software industry internationalization demonstration city" in China.On the way turning from outsourcing to self-employment,how these companies to ensure that the scientific and effective of talent selection,use,breeding.The issue obtains more and more attention in the industry.In this study,on the basis of a large number of literature research,combined with the result of job analysis and behavioral event interview,under the guidance of the expert team,we extracted 25 item competency elements,and developed them into competencies assessment questionnaire.Then we issued 790 questionnaires in two typical software companies of Dalian area,using SPSS21.0 factor analysis,to build the Dalian software industry technical staff Competency Model.It consists of seven factors,24 competencies.Seven factors are "Achievement Motivation","Team Ownership","Conscientiousness","Accountability","Toughness","Learning Ability" and "Thinking".Some factors and competencies of this model are familiar with professional and technical competencies and IT technical personnel competencies,and the others are uniqueness.Starting from the actual investigation,this study sums up a relatively complete systematic model.Through performances to school competencies,we found that seven factors can predict both of the two dimensions of performance.The factors which can predictability of ?Task Performance?,from high to low,are "Accountability","Learning Ability","Achievement Motivation","Thinking","Toughness","Conscientiousness","Team Ownership".The factors which can predictability of ?Peripheral Performance?,from high to low,are "Team Belonging","Learning","Toughness","Accountability","Conscientiousness","Achievement Motivation" and "Thinking".Dalian software industry has its characteristics,its talent management also be particulaly.There are many technical personnel competence characteristics,however facing the small regions is so less.Competency model often can't be confirmed and questionable effectively,in the backdrop of the enterprise performance data is not easy to get.This study both have the theoretical and practical significances,because the using of the school standard related to verify validity of the model.The competency model can be applied to Dalian software industry enterprise human resources management practices,as well as the theoretical basis for scientific and effective evaluation.
