Compulsory education for poverty alleviation has a basic and priority status in the entire national poverty alleviation and development policy system,and is the most fundamental poverty alleviation model,and the implementation of compulsory education for poverty alleviation is the "fundamental" key.Since the reform and opening up,the deep-seated problem of poverty alleviation in rural compulsory education in our country has not been completely resolved.Under the new situation,many new problems have emerged,such as the failure of targeted poverty alleviation in rural compulsory education stage and the uneven allocation of educational resources.This puts the work of poverty alleviation through compulsory education in rural areas into trouble.The smooth implementation of the poverty alleviation policy of compulsory education in rural areas is conducive to promoting the reform and development of China's education,the development of rural human resources and the rapid economic development of rural areas.Therefore,it is of great practical significance to study the implementation of poverty alleviation policy of rural compulsory education in the new historical period.This article first aims to understand the implementation of the education poverty alleviation policy for students in the compulsory education stage in X County,Subei,and designs a questionnaire survey.At the same time,it combines on-site interviews to conduct a survey on the management personnel involved in student poverty alleviation and some students and parents.The detailed questionnaire survey results and interview content analyzed the specific implementation of the compulsory education poverty alleviation policy in the rural areas of County X,analyzed the main problems and reasons existing in the policy implementation process,and put forward reasonable suggestions.The survey results show that the poverty alleviation policy of rural compulsory education has promoted the development of education in County X to a certain extent,better played the role of administrative policies,and made a certain contribution to the development of rural compulsory education in my country.At the same time,it provides basic guarantee for the study and life of poor students,reduces the situation of being out of school due to poverty and debt due to poverty,and protects the rights and interests of poor students.However,there are still many problems in details,such as inaccurate policies,inadequate policy publicity,insufficient linkage in the policy implementation process,and irregular evaluation of policy implementation.In response to the above problems,this article also proposes corresponding countermeasures: First,we must improve the laws and regulations on poverty alleviation in rural compulsory education to ensure the accuracy of poverty alleviation targets;secondly,we must strengthen the publicity of poverty alleviation policies to ensure that the poverty alleviation subjects have the awareness of the policies;Once again,we must create a good policy implementation environment to ensure the smooth implementation of the policy;finally,we must improve the quality of policy implementation personnel and improve the supervision mechanism of policy implementation to enhance the executive power of the main body of policy implementation and enhance the effect of policy implementation.
