Research On The Problems And Countermeasures Of Hunan Labor Service Coordination In Poverty Alleviation

Poverty is an important factor in social unrest and economic fluctuations in the world today.It has become a global problem and an important area of common concern for governments and scholars in the industry.As a developing superpower,China can not get around this issue any more.General Secretary Xi pointed out in the19 th National Party Congress report: We must resolutely win the battle against poverty and ensure that by the year 2002,the current standard rural poor in China will be lifted out of poverty,and all poor counties will remove their hats to solve the overall poverty in the region and achieve true poverty.China's poverty alleviation work insists on the central government to coordinate the overall responsibility of the city and county to implement the working mechanism.The entire Hunan province attaches great importance to poverty alleviation and development work.In the notice on the publication of the "13th Five-Year Plan for Poverty Alleviation in Hunan Province",it was clearly stated that it is necessary to strive for 2019 and ensure that by the end of 2020,The 40 key counties(districts and counties)of the state's poverty alleviation and development work and the 11 provinces 'poverty alleviation and development work(mutatis mutandis)have all been lifted out of poverty,and all 6924 poor villages in the province have withdrawn in batches.Over the same period,we have steadily achieved that the poor people are not worried about clothing or food,and that basic medical care,compulsory education and housing security are guaranteed,so that all of them can be lifted out of poverty.Increasing employment is the most effective and direct way to eradicate poverty,and long-term persistence can also effectively solve the intergenerational transmission of poverty.Labor coordination and poverty alleviation is a precise way for the government to bridge the gap between the poor labor force and related enterprises and institutions,provide a job for the poor groups with labor ability and labor desire,and at the same time solve the problem of labor shortage in labor-intensive enterprises.This paper studies according to the general theory of labor cooperation in poverty alleviation: problems and reasons in Hunan labor cooperation in poverty alleviation:countermeasures to improve the performance of labor coordination in Hunan.By the end of March 2018,723,500 poor laborers had been employed,accounting for 48.9percent of the total number of registered labor cards in the province,and 98.26 percent of the total number of people who were willing to work.Among them,699,800 people have been stable in employment for more than six months,accounting for 96.71 % of the employed poor labor force.Hunan labor cooperation has achieved remarkable results in poverty alleviation work,but there are still problems such as difficult to master dynamic information accurately,difficult to stabilize labor coordination and expand employment,public service capacity can not meet the needs of labor coordination and poverty alleviation,and the task of helping the poor labor force is arduous.In view of these problems,this paper puts forward some suggestions such as strengthening information construction to realize dynamic information precision,forming a stable policy combination and expanding employment force,strengthening public service capacity-building to meet the needs of labor service coordination and poverty alleviation,and strengthening fuzhi fuzhi training to enhance hematopoietic function.
