Research On Governance Coordination Mechanism Of Universities And Colleges In Guangdong Province Based On Cooperative Governance Theory

The development level of higher education is one of important symbol of the development level and potential of a region.At present,Guangdong Province is in the decisive stage of building a well-off society in an all-round way.Further improving the work of higher education,especially the work of local undergraduate colleges and universities,is of great significance for Guangdong Province to further implement the strategy of innovation-driven development and speed up the construction of a strong province of education and talents.In June 2016,Guangdong Province took the lead in launching the work of provincial and municipal co-construction of undergraduate colleges and universities nationwide.Eleven universities were selected as co-construction universities in provinces and municipalities,of which eight were located in the east,West and north of Guangdong Province and three in the non-core areas of the Pearl River Delta.The project of provincial-municipal co-construction of colleges and universities will play an important role in promoting the integrated development of eastern,western and Northern Guangdong and the Pearl River Delta,and in promoting the preliminary formation of the pattern of classified development of higher education in Guangdong Province.It is also a beneficial attempt for the government to simplify and decentralize the government and transform the administration of higher education.This thesis uses the theory of cooperative governance,performance evaluation of financial funds in universities and other related theories to analyze the operation of the coordination mechanism of governance in universities jointly built by provinces and cities.At present,the contradictions in the co-construction of colleges and universities by provinces and cities are mainly manifested in the differences in government cooperation and governance,the conflicts between government administration and independent running of universities,the dislocation between the development orientation of universities and the goals of local governments,the less participation of other social entities in the co-construction and the internal governance of universities,etc.All these problems are analyzed in depth.This thesis makes a comparative analysis of the coordination mechanisms of higher education governance in France,the United States,Britain.It is believed that the co-construction of colleges and universities by provinces and cities should keep the balance between university autonomy and government control while continuously optimizing the governance and coordination mechanism.It should not only expand the autonomy of universities in running schools,but also rationally strengthen the macro-control of the government,attract more social subjects to participate,and establish a multi-subject cooperative governance coordination mechanism between decentralization and centralization and between autonomy and control.Based on the current research situation and practice at home and abroad,the coordination mechanism for the governance of universities jointly built by provinces and cities has been reconstructed in both vertical and horizontal directions.It mainly includes: deepening the reform of "deregulation and service",transforming the functions of governments at all levels,and rationalizing the cooperative governance relationship.Provincial and municipal governments should clarify the power boundary of higher education administration,integrate and disperse construction resources,and improve the utilization efficiency of government input.Establish and improve the modern university system and the coordination mechanism between the government and universities;Improving resources and encouraging multiple subjects to participate in governance;Improving the performance evaluation of capital investment;Colleges and universities should combine their own positioning and development with the actual needs of the local areas to reflect the characteristics of the local universities.
