Study On The Optimization Of Yueqing's Old-age Support Policy In Rural One-child Family

Though Yueqing has introduced a series of policies to support rural one-child families to live out their life in retirement,there are many problems during the implementation of those policies.Aiming to make an investigation on old-age support policies for rural one-child family in Yueqing City,this thesis will adopt literature research,questionnaire and other ways to gain data and materials and then analyze and evaluate the existing old-age support policies as well as the implementation process.Eventually basing on theoretical analysis,this thesis tries to give some advice to make those policies better.Through questionnaire and evaluation,four major problems are found in the implementation and the policies themselves: the target group's low awareness of the policy,low execution efficiency,the target group having no faith in the policies and unapparent improvement of the old-age support ability in a family.Analyzing the reasons,there are four.Firstly,the policy advocacy is not enough;secondly,the supervision over policy execution is not in place;thirdly,the policy funds is insecure;fourthly,the policies are unable to satisfy the target group's requirement.Basing on field investigation and theoretical analysis,it gives four suggestions to improve the old-age support policies: to enhance policy advocacy,to complete the supervision system,to enhance the revenue sources and adjust the policies timely.This thesis has analyzed how to optimize the old-age support policies for rural one-child family in Yueqing City in the perspective of people's satisfaction by questionnaire,which combines people's requirement with the ability of government,to refer for better old-age support level in Yueqing City.Also,it offers some possible solution for the present difficulties in old-age care of rural one-child family.All in all,this thesis regards the whole old-age support policies for rural one-child family in Yueqing City including national,provincial,municipal and county-level policies as the research object,not a certain single policy,which is creative,not being researched before.
