The rapid development of information technology has brought opportunities and challenges to education,and China has introduced a series of plans and measures related to education informatization to deal with the challenges.In recent years,the development of education informatization has become the focus of attention in China,and has become a strategic position of education reform.In order to fully implement the spirit of the 19 th CPC national congress and cope with the new opportunities and challenges brought by artificial intelligence,big data,cloud computing and other new technologies,the ministry of education issued the "education informatization 2.0 action plan" to guide all regions to achieve "Internet + education",which also marks a new era of innovative development of China's education informatization.In order to implement the requirements of the document and accelerate the realization of education modernization,it is necessary to evaluate the current development level of education informatization in various regions and provide a basis for the future development direction.Therefore,this study takes the evaluation of educational informatization departments in districts of Lanzhou as an example to construct the evaluation index system of educational informatization 2.0 in the field of basic education.This study constructs the evaluation index system of education informatization 2.0 of the districts of Lanzhou,promotes the implementation of "education informatization 2.0 action plan" in Lanzhou,determines the tasks of the education informatization departments of the districts of Lanzhou during the era of 2.0,and further clarifies the development goals of education informatization in Lanzhou in the future.In order to build a scientific and reasonable evaluation index system,this study uses the literature analysis method to preliminarily draw up the evaluation index system of educational informatization 2.0 of the districts of Lanzhou.Based on the preliminary proposed index system,Delphi method and AHP analytic hierarchy process are used to improve the evaluation index system and determine the weight,aiming to design a scientific,reasonable and easy to operate " educational informatization 2.0 evaluation index system of the districts of Lanzhou" and evaluate the work of the educational informatization departments of the districts of Lanzhou.It also provides the basis and reference for other regions to compile the evaluation index system of education informatization 2.0 or to evaluate the work of education informatization 2.0.In addition,this study further designs and develops evaluation tools to provide ideas and methods for the evaluation work.The research results of this paper include the following two aspects: first,the evaluation index system of educational informatization 2.0 in the field of basic education--a case study of evaluation in districts of Lanzhou,including six first-level dimensions,18 second-level indicators,44 third-level indicators and index weight.This index system has been adopted by the department of education of Gansu province as an evaluation index system for the selection of smart education demonstration area.Second,the assessment tool is designed and developed to guide the evaluation work,including the questionnaire,interview outline,and data collecting catalog.
