The compulsory education is a basic state policy of our country,which requires all people in any region to carry it out in accordance with laws and regulations.After the reform and opening up,China's compulsory education has undergone decades of changes and development,with remarkable achievements.However,in some areas,they still face the problem of choosing a primary school or a junior high school.There are large differences in the quality of teaching between urban and rural areas and between regions,and there is a shortage of school operating funds in areas that are not given enough attention,the students' poor accommodation,and other compulsory education issues.Therefore,compulsory education still needs to be attached great importance by the government.On the basis of systematizing the theories and methods of compulsory education fairness,and based on the principles of comprehensiveness,sensitivity,hierarchy and Operability,referring to the corresponding policies and specific guidelines issued by the state and local governments in recent years,this study,when evaluating fairness,this paper selects three first-level indicators: fair distribution of education expenditure,fair distribution of teachers and fair distribution of school-running conditions at the compulsory education stage,under the fair distribution of the expenditure of the compulsory education,there are four secondary indicators,namely,the unbalanced coefficient of the expenditure of the per capita education expenditure of the urban and rural students in junior middle schools,and the unbalanced coefficient of the expenditure of the per capita education expenditure of the urban and rural students in primary schools,under the fair distribution of teachers,there are 14 secondary indicators,such as the unbalanced ratio of urban to rural teachers in junior middle schools and the unbalanced ratio of urban to rural teachers in primary schools,under the fair distribution of school-running conditions,there are six secondary indexes,such as the unbalanced coefficient of the ratio of urban and rural vitality,the unbalanced coefficient of the average area of the sports ground(gymnasium)of urban and rural students in junior middle school,which constitute the evaluation index system of the fair measurement of the compulsory education,then,we use the grey correlation method to measure the fairness degree of the Heilongjiang compulsory education,and use the data of 2009-2017,to calculate Heilongjiang's combined compulsory education score,and compare it with the national average of compulsory education scores,the results show that there is a gap between the fairness of Heilongjiang's compulsory education and the national average.At present,there are still some problems in the Heilongjiang compulsory education,such as the imbalance of teachers' structure,the great disparity of schoolconditions,the unequal source of funds and distribution,it is mainly caused by the insufficient educational resources in the province,the unbalanced number of public and private primary and secondary schools,and the untimely flow of information.Therefore,the paper puts forward some suggestions,such as balancing the expenditure of educational funds in the province,reasonably coordinating the allocation of teachers,supervising the environment of running schools,and so on,so as to promote the realization of fair compulsory education in Heilongjiang.The innovation of this paper is that it attempts to measure the fairness of the Heilongjiang compulsory education in a scientific way,although there has been a lot of literature on compulsory education in recent years,however,there are few literatures on the measurement of compulsory education fairness,so it is a breakthrough to study the compulsory education fairness in Heilongjiang from the perspective of research.Of course,there are still some deficiencies in the research of this paper,mainly due to the limitations of the data.In the comparative analysis,only the national average level is chosen for comparison,and no comparison is made with the developed provinces and regions and Jilin and Liaoning,which are in the same northeast region,this will be my future direction of further research.
