Education funding is the material basis for ensuring education equity and providi ng quality educational resources.In 2001,China's compulsory education implemented the management system under the leadership of the State Council,which is under the responsibility of local governments,hierarchical management,and county-based.Local governments have primary responsibility for the development of compul sory education.In the report of the 19th National Congress of the Communist Party of China,efforts were made to ensure that every child can enjoy fair and quality educati on.While promoting the fairness of compulsory education and improving the quality of compulsory education,he should pay more attention to and promote the fairness of compulsory education.Education puts forward higher requirements,so this study focu ses on the measurement and exploration of the fairness of compulsory education funds.This study collects and organize data such as education expenses and public expenditures for compulsory education,the number of students in primary and secondary schools,local fiscal revenue,and local government education expenditures in Jiangsu Province from 2011 to 2015,and conducts proofreading data according to the adjustment of administrative divisions,and generates Panel data.Using the coefficient of variation,Mcloone index,Verstegen index,Gini coefficient,Theil index and other measurement tools to analyze the regional differences in compulsory education expenditures in Jiangsu Province,and use the Stata 15 software to process the panel data to analyze the regional differences affecting the compulsory education funds in Jiangsu Province and analyze possible reasons.Through the measurement of various measurement tools,the results show that the total amount of education expenditure in Jiangsu Province is not enough,and the education expenditure has not yet reached the 4%target proposed by the state.The expenditure on education per student in the northern Jiangsu region is lower than that in the southern part of Jiangsu Province,and the inequality in the three major regions of Jiangsu Province still exists.The unequal education fee per capita in the compulsory education period is lower than the per capita public expenditure.The level of unequal expenditure on education in primary is lower than that in the junior high school.The possible reason for the regional inequality is that there is a gap in the level of economic development.In the case of limited financial resources,some local governments have a tendency to pay attention to productive expenditures.Local governments pay different attention to education,and because of GDP as the core assessment index,local officials are affected by promotion incentives and tend to build infrastructure.In addition,China's laws and regulations are still not perfect and the policy guidance has not fully played its guiding role,and the guiding role of monitoring and evaluation and education supervision on education has not been fully implemented,so that local government public service expenditure bias behavior cannot be completely restrained.Through analysis,this study points out that the provincial government should continuously improve the fiscal transfer payment model and complete the local compulsory education financial security measures,strengthen the management of the use of local government education funds,and play an educational supervision role,while the provincial government should also adjust the promotion incentives for local officials.reconstruct the performance appraisal system of local governments,and encourage local governments to increase their emphasis on education public services.Local governments should continue to increase the total amount of education expenditures,and achieve the goal of fiscal education funds accounting for 4%of the regional GDP as soon as possible.Local governments should increase the efficiency of the use of transfer payments,while shifting the behavioral bias that emphasizes productive expenditures.To improve the level of local education development.
