In the current information age, most primary and secondary school students are "digital natives".Good information literacy plays an important role in guiding students to develop basic life skills and positive emotional attitudes and values. With the development of The Times,China has gradually issued relevant education policies and plans to call for strengthening the education of students' information literacy, and clearly pointed out that the evaluation of students' information literacy should be accelerated. However, there are few researches on information literacy evaluation of primary and middle school students, and no consensus or standard has been reached. How to evaluate the information literacy of primary and middle school students and how to understand the status quo of the development of information literacy of primary and middle school students has become an urgent need for the implementation of education informatization.Based on two requirements, this paper determines the research objectives of designing the evaluation index of information literacy of primary and middle school students and investigating the current development level of information literacy of primary and middle school students.Taking "the development level of information literacy of primary and secondary school students" as the research object, based on the literature analysis,Delphi method and questionnaire method are adopted to design the first and second level evaluation indexes of information literacy, compile a questionnaire, and investigate the development level of information literacy of primary and secondary school students represented by Shanghai area, and finally draw a conclusion. This paper mainly carries out research from the following three aspects.First, design information literacy evaluation indicators.Based on the connotation of information literacy proposed in the new curriculum standard of information technology in senior high school, this paper, combined with literature analysis, preliminarily designs the first and second level indexes to evaluate the information literacy of primary and secondary school students. After that,Delphi method is used to modify and perfect the evaluation index.Conduct two rounds of expert opinion consultation, and sort out expert opinions through text analysis.Combined with the Suggestions of experts, the evaluation indicators were deleted, added and modified, and finally four first-level indicators and 26 second-level indicators were obtained to evaluate the information literacy of primary and secondary school students.Secondly, the information literacy questionnaire for primary and middle school students is determined.According to the final evaluation index and the principle of questionnaire preparation, the information literacy questionnaire for primary school, middle school and high school students was designed. The students of grade 5,7 and 11 were selected as samples for the questionnaire test.According to the data analysis results, the preliminarily designed questionnaire was modified and improved, and the information literacy questionnaire for primary school, middle school and high school students was finally obtained, including three questionnaires. Finally, the status quo of information literacy development of primary and middle school students represented by Shanghai area was investigated.Questionnaires were prepared to conduct a questionnaire survey on the above sample grades of students, analyze the collected data, test the quality of the questionnaires, try to verify the evaluation indicators, and evaluate the status quo of the development level of information literacy of primary and middle school students represented by Shanghai.Through research, this paper believes that the content of information literacy in the new curriculum standard of information technology for senior high school students, supplemented by the results of literature analysis and evaluation index design principles, can design a feasible evaluation index of information literacy for primary and middle school students.Reliability and validity analysis and project analysis verify the feasibility of the questionnaire.Through confirmatory factor analysis, the rationality of evaluation index is verified to a certain extent. In addition,it is feasible to investigate the development level of information literacy of primary and middle school students with situational questionnaire questions. Finally, through the analysis of the status quo of the development level of information literacy of primary and secondary school students represented by The Shanghai area, the current development level of information literacy of primary and secondary school students has not reached a good state,it is imperative to strengthen the information literacy education of primary and secondary school students.According to the survey results, the development level of information social responsibility ability of primary and middle school students in Shanghai is good. The average development level of information literacy of senior high school students is slightly lower than that of primary and junior high school students, and the average development level of information literacy of primary and junior high school students is similar.Girls' overall information literacy development
