Facing the increasingly complicated international competition environment and the increasingly arduous task of reform and development,China today needs innovation-driven more than ever before.The essence of innovation-driven is talent-driven,and the efficient development and management of talents,especially scientific and technological talents,has become a universal research topic in the domestic academic community,and it has also become a public issue that the whole society pays attention to and participates in.For local governments,if they want to enhance regional competitiveness and realize economic and social leap-forward development,they must attach importance to the construction of scientific and technological personnel and continuously improve the level of scientific and technological personnel management.This thesis takes the scientific and technological talent management in Tieling as the object,and takes the human capital theory,the government talent development theory,and the talent motivation theory as the theoretical basis.It adopts a literature review method and survey research method,from talent introduction,talent cultivation,talent motivation,and talent evaluation.In other aspects,the current situation of scientific and technological talent management in Tieling has been studied in depth and meticulous.In the process of research,it was found that there are many gaps in the total number,quality,and structure of scientific and technological talents in Tieling compared with advanced regions.There are many problems in theexternal introduction of scientific and technological talents,insufficient innovation incentives for scientific and technological talents,and serious loss of scientific and technological talents.Even after the implementation of the strategy of "Strengthening the City by Talents" and "Prospering the City by Science and Technology" in Tieling City,the efficiency of scientific and technological personnel has not been fully exerted,which has affected the better development of the local economy.Based on the analysis of the causes of these problems,this thesis draws on the experience of science and technology talent management in developed countries and more developed regions in China,and proposes that the industry demand-oriented development of science and technology talent teams,strengthen the science and technology talent policy,and improve the environment's attraction of talents.Measures to improve the guarantee measures for the management of scientific and technological talents,and to optimize the institutional measures for the evaluation of scientific and technological talents.This study provides a certain reference for grassroots governments to carry out scientific and technological talent management work,and has certain positive significance for promoting the local economic development of Tieling City.At the same time,it enriches the theory of talents' strategy to strengthen the country and related theories of national governance capabilities and modernization of the governance system.
