Innovation is the primary driving force for high-quality economic development and the strategic underpinning for building a modernized economy.Innovation ability is not only the effective embodiment of the new advantages of international competition,but also the main source of comprehensive competitiveness of a city.As the main force of urban innovation,talent is an important factor to realize innovation-driven development.In March 2016,the CPC Central Committee issued the Opinions on Deepening reform of institutions and Mechanisms for Talent Development,pointing out that reform of institutions and mechanisms for talent development is an important part of comprehensively deepening reform.Under the guidance of the central government,adhere to the talent development strategic thought,many cities in our country according to the actual situation issued is suitable for the development of the region around the talent policy,preferential in such as employment,housing,innovation,entrepreneurship support guarantee of compensation benefits,children education,and gradually formed the national,local and departmental policy system of complement each other.Since Wuhan started the "Talent war",more than 100 cities have issued talent policies to compete for high-level talents,making 2016-2019 the peak period of "talent war",with a total of more than 4,000 policy documents related to talent issued nationwide.Enterprise as the main body of market to participate in the innovation,often by absorbing more R&D personnel and increase R&D costs two ways to improve their innovation and development,therefore in the context of the policy of a bidding war,of enterprises on the one hand,face the talent resources in the area of market environment,absorb more developers have greater possibility;On the other hand,it will benefit from housing subsidies,living allowances and other subsidy policies,thus increasing its R&D investment.However,the increasingly fierce competition for talents has made the talent policies in many regions tend to be homogeneous,and the implementation of policies has not achieved the expected results,which has a certain negative impact on enterprise innovation in the region.Then,whether the implementation of talent policies in various regions has really played a role in promoting regional enterprise innovation?What is the influence mechanism of regional talent policy on enterprise innovation level? Under different environments and conditions,are there differences in the impact of regional talent policy on enterprise innovation level? In view of the above problems,this paper firstly collected the personnel policy related documents published by the government website,Peking University’s Jiubao and other public materials from 2016 to 2019 by hand,and sorted out their release time,relevant policy tools,service objects and other information.Then,based on the quasi-natural experiment of "talent policy",the patent application data and financial data of A-share listed companies(except finance,ST and *ST)from 2014 to 2019 are used to evaluate the effect of talent policy using multi-period differential difference model.Empirical analysis of the impact of local government talent policy on regional enterprise innovation and development under the background of "competition for talents".Through empirical research,this paper finds that the implementation of "talent policy" by local government has a significant promoting effect on enterprise innovation,which is mainly achieved by attracting high-level talents and increasing enterprise R&D investment.Through testing the theoretical hypothesis,this paper draws the following four conclusions :(1)the implementation of "talent policy" by local governments significantly increases the number of enterprise patent applications and promotes the development of enterprise innovation level,and the promotion effect of this policy will increase with the implementation of the policy years;(2)"talent policy" can promote the increase of enterprise innovation quantity by expanding r&d expenditure and increasing the number of R&D personnel;By strengthening the level of cooperation between enterprises,universities and research institutes and improving the quality of enterprise innovation,the overall innovation level of enterprises has been significantly improved.(3)The average housing price has a positive moderating effect on the improvement of enterprise innovation level by "talent policy";(4)Heterogeneity analysis shows that,for high-tech enterprises,"talent policy" is the most effective policy;The implementation of "talent policy" in first-tier cities has the greatest promoting effect on enterprise innovation level,while the innovation effect of "talent policy" in second-tier cities is not ideal,and the introduction of talent policy in thirdtier cities has a certain promoting effect on enterprise innovation level.Finally,based on the above conclusions,this paper puts forward corresponding policy suggestions for local governments to better formulate and implement talent policies,especially emphasizing the importance of "tailored to the city". |
