Tech city,high-tech zones and other urban innovation area is a high level of talent gathering,emerging industry agglomeration,service industry agglomeration of urban innovation growth pole,high-level talent management is a high level,high standard,all-round characteristics.Only manage well,make good use of talent,so that talent management mechanism flexible and reasonable,in order to better support and help all kinds of talent innovation and entrepreneurship.Hangzhou Future Science and Technology City as a new city innovation area,Zhejiang Province is to attract overseas high-level talent innovation and entrepreneurship created specifically for the talent area.Since its inception in 2011,talent management innovation has done a lot of useful exploration,and achieved greater results.Therefore,it is of great practical significance to study the mechanism of talent management system,performance evaluation and development planning of Hangzhou Future Science and Technology City.First of all,this paper through the system of academic literature,talent theory,talent management research,urban innovation area talent management analysis,proposed urban talent management with more accurate,talent mechanism is more reasonable,more active incentive policy and service policy,more comprehensive and other innovative features,as well as from the project services to personnel services,from business agglomeration to talent pool,from industry to cultivate the creative development trend of innovation.Secondly,through the investigation of the relevant city visits,combined withother domestic urban innovation area of talent development status,Hangzhou Future Science and Technology City,for example,through the Beijing Zhongguancun and Shenzhen Nanshan District,the relevant personnel policy comparison analysis,summed up Hangzhou Future Science and Technology City the five innovative features of the city in the talent recruitment,introduction,policy mechanism,platform carrier and development concept,as well as Hangzhou future science and technology city talent gathering,returnees talent,high-end network links and other aspects of performance evaluation.Finally,by drawing lessons from the advanced practice of talent management in the advanced urban innovation area at home and abroad,this paper chooses the problems of talent management in Hangzhou Future Science and Technology City,the process of internationalization of talent is relatively slow,the talent structure is not completely reasonable,the support capacity of the platform needs to be strengthened.Management of the institutional mechanisms to be innovative and talent entrepreneurship and living environment needs to be further improved.According to the problem,Hangzhou Future Science and Technology City should further speed up the process of internationalization of talents,strengthen the talent recruitment and precision,build the world's top talent innovation entrepreneurial carrier,improve the agglomeration and linking mechanism,and optimize the talent entrepreneurial ecosystem.
