The21st century is a century of competition, talent, especially scientific and technological talent, becomes the focus of every nation. Who has the scientific and technological talent, who will come to a successful first step. Scientific and technological talent resource plays a decisive role in economic development on a country (region). In essence, the competition for science and technology talent is a competition for eco-technology professional. Therefore, research on scientific and technological talent resource in Wuhan has a great significance on Economic Development in Wuhan. On the basis of an overview related on talent, technological talent, scientific and technological talent, human ecology, this paper deeply analyzes the current situation about scientific and technological talent in Wuhan, then researching and exploring strategies suitable for the development of scientific and technological talent in Wuhan, which provides a basis for the construction of through human resource in Wuhan City; using developing, attracting and well using scientific and technological talent as the foundation for strengthening the city Wuhan, the competition and the transformation; seizing the opportunity of talent development strategy, going unswervingly through the Talent Road. At the same time, it's a basis for achieving technology professionals' ecological optimization in Wuhan, changing the ecological status, including the stock, growing fast of human resources, low scientific and technological personnel performance, the middle level overall quality, and the clearly insufficient innovation, and it provides some intellectual support for improving education in Wuhan.On the basis of theory research on science and technology personnel ecology, through multiple in-depth research, interviews and a lot of relevant aspects of information on technology professionals, this paper systematically analyzes the ecological status of science and technology professionals in Wuhan, and proposes advantages and disadvantages about scientific and technological personnel ecology. With reference to similar study results and the experts'advice, the paper revises, improves and identifies the multi-level ecological indicators on comprehensive evaluation of scientific and technological personnel in Wuhan, and builds complete integrated evaluation index systems about technology professionals' ecology by the use of AHP to determine the weight of each index. At the same time, for different types of technology professionals, it shows their key targets set for separate evaluation, which provides a specific operation corresponding tools for the Wuhan Science and Technology personal ecology comprehensive evaluation and classification of evaluation. And through the use of comparative analysis, comprehensive evaluation and expert advice method and compared to technology professionals ecology evaluation indexes of the three cities including Wuhan, Shanghai and Zhengzhou City, it evaluates the development status of technology professionals ecology and the strengths and weaknesses, while further proposing the strengths and weaknesses of which scientific and technological talent ecology exists in Wuhan. Based on the problems about current analysis and empirical evaluation comparative analysis, it makes optimal way of scientific and technological talent ecology in Wuhan, including improving the urban environment, thus optimizing scientific and technological talent's natural ecology environment; enhancing the quality of economic development, thus optimizing the scientific and technological talent's economic ecology environment; increasing scientific and technological talent performance, thus promoting economic development; carrying out scientific and technological talent census, doing forecasting and planning on scientific and technological talent; perfecting introduction policies of scientific and technological talent, thus improving the attractiveness of the policy.
