In recent years,with the rapid economic development and the improvement of people's living standard,whether it's social or family,it's getting more and more concerned about kids being exposed to education,As the basis of education system,pre-school education has attracted more and more attention.At present,it's difficult and expensive for some families to let their children go to school in pre-school education.which not only puts pressure on the children's families,but also limits the opportunities for children to receive pre-school education.Therefore,the government should take effective measures to provide strong guarantee for the admission of schoolage children.As a result,many private kindergartens have been established,private kindergartens are public,cheap,and guarantee education quality rather than for profit,and alleviating the real problems to a large extent.However,there are still many problems and contradictions in the construction and development of private kindergartens.Education policies regulate and guide the development of education,whether the policy system is perfect,the policy environment has the support,the policy supervision is comprehensive,policy implementation conditions are available,these will affect the healthy development of private kindergartens.This article is on the basis of fully considering relevant demand,exploring the reality of private kindergartens and give the effective policy suggestions.This paper first clarifies three core concepts of private kindergarten,inclusive kindergarten and policy dilemma,defines the concept and evaluation criteria of private kindergartens,and show the public welfare characteristics of private kindergartens,analyzes the policy guidance of private kindergartens in Xinjiang and the development of private kindergartens in Xinjiang from the public service theory,in order to provide theoretical basis.On the basis of this,firstly,select the B private kindergarten in Urumqi as the object of investigation,as the teacher entered to B kindergarten for three months to investigate and understand the basic situation and development status.Secondly,interview the office director,faculty,the relevant person in charge of education department and parents to understand the current situation of development under the policy support,including the quality of the kindergarten,the status of funds,the status of teachers and management.Through the investigation and analysis,this paper found that B private kindergarten exists some problems,including deviations in understanding,heavy construction,light quality,unreasonable distribution of financial input,weak faculty,imperfect supervision and management.The policy reason for the problem is that the policy is not reasonable at the policy level.Second,from the perspective of policy implementation,the policy implementation mechanism is not sound;Third,from the perspective of policy implementation environment,the policy implementation environment is not supportive.In order to ensure the healthy and effective development of private kindergarten,the following suggestions are put forward,First,improve the policy system for pre-school education,plan the layout of inclusive private kindergartens,and attach importance to the employment system of teachers.Second,reform the policy implementation conditions,raise the level of teachers and standardize the allocation and use of education funds.Third,attach importance to the construction of policy environment,enhance the sense of identity,and promote education quality optimization education resources.Fourth,establish a comprehensive policy oversight mechanism,establish a long-term and effective supervision mechanism,and strengthen supervision over education funds and adopt a variety of regulatory approaches.
