The new era calls for talents.From ancient times to the present,talents are the foundation of a rich country and the key to a prosperous nation.As President Xi Jinping has pointed out,"Now China is more closer to the grand goal of realizing the great rejuvenation than at any other time in history,and more eager for talents than at any other time in history." As China has entered a new era and journey,the intellectual security of talents is increasingly needed for opening a new blueprint.Colleges and universities as the gathering place of high-level talents have obviously realized the strategic significance of talents,especially the high-level talents.Therefore,the gongs and drums have been sounded in the competition for talents between colleges and universities at home and abroad.However,the mountainous areas' colleges of Fujian Province are not such competitive and how to win the fierce talents competition for the colleges and universities in the mountainous areas of Fujian Province,high-level talent management plays a crucial role.This paper firstly uses the literature search method to define the concepts and basic theories of high-level talents in mountainous colleges,and then analyze the case of typical mountain colleges H by using the case analysis method.Through interviews and questionnaire survey to College H,the author gets the data on the brain drain,talents retention(inflow)factors,the degree of satisfaction for talent management and the main difficulties encountered by talents of College H.From the survey of results,the problems of high-level talent management in Fujian mountainous areas colleges are summarized as the five major problems which is the difficulty of talent policies implement?inadequate incentive mechanism?unsound management mechanism?insufficient self-fulfilling career platform and undesirable soft and hard environment.Finally,after drawing on the experience of the excellent management,the management strategy is proposed from the parties of the government and the colleges and talents.It is considered that the improving of high-level talent management in Fujian mountainous areas colleges requires the joint efforts of three parties.In order to ensure the continuous and steady development of high-level talents' team in mountainous colleges and universities,the three parties should improve the respects of talent policy,incentive system,talents using mechanism,self-fulfilling career platform and environmental deployment.
