Scientifically measuring the per capita cost of kindergarten children is a major issue in the reform of pre-deep education.Accounting for the average cost of kindergarten children and using this as a standard to adjust the current kindergarten fees to better increase public satisfaction with public services for preschool education is an effective measure taken by the authorities to strengthen the inclusiveness of preschool education.In addition,the approval of the average cost of kindergarten children is the prerequisite for improving the pre-school education cost allocation mechanism.In addition,the measurement of the average cost per child can better coordinate the balanced development of various kindergartens,which is an important content in the context of universal preschool education.How to provide inclusive preschool education for the public needs to verify the average cost of kindergarten children on the basis of determining the indicators of the average cost of kindergarten children.The study outlines the basic status of public financial funding for preschool education in Gansu Province,and stipulates the project composition and calculation method for the average cost of kindergarten children.Taking education quality as the value orientation,scientifically calculating the average cost standard of kindergarten children under different preschool education quality standards,constructing a linear algorithm model and dynamic interaction model of the average cost of kindergarten children,and putting forward targeted and operational policy recommendations to improve Provide empirical support for the study of the average cost per child in pre-school education.The study found that with the promotion of three consecutive “ three-year preschool education action plans”,it increased financial input and raised the level of financial security;improved the preschool education funding system to help disadvantaged families enter the school;established a long-term effect mechanisms to ensure the operation of pre-school education institutions;increased capital investment and improved conditions for running schools.Taking quality as the core,by measuring the average cost of kindergarten children in different regions,different sizes and different natures under each quality,it is found that the quality of preschool education is closely related to the cost;the cost of improving the quality of thepreschool education environment is the same as the quality level.Based on the single factor variance analysis and class regression,a linear algorithm model for the average cost of kindergarten children is constructed.The mathematical model proves that the grade of the garden has the greatest impact on the average cost of the school.Has the smallest impact,and each variable has a positive impact on the cost of running kindergartens.Then,the dynamic interaction model and application model of kindergarten children' per capita cost are elaborated,and the micro-analysis of the actual model between per capita cost and quality is carried out.According to the dynamic interaction model of average cost per child in kindergarten,on the basis of the existing,by changing the subjective initiative of teachers,the non-linear change between the average cost and quality of children is adjusted,and it is more likely to be close to the expected "low cost-high quality" model or a better "high cost-high quality" model,to find a balance between the actual and expected kindergarten children' average cost and quality.And put forward to pay attention to the financial assistance to vulnerable areas and groups,to allocate the basic number of funding for small-scale kindergartens;to define the proportion of government,society and family sharing;adjust the current fee standards for kindergartens;establish integrated input mechanism suggestions.
