Research On "Internet Personnel" Management And Countermeasures For Guiding Internet Public Opinion In Z City

General Secretary Xi Jinping emphasized at the 2018 National Network Security and Informatization Work Conference: "We should take the initiative to adapt to the information requirements,strengthen the Internet thinking,and constantly improve the ability to grasp the law of the Internet,the ability to guide the network public opinion,the ability to control the development of information,and the ability to ensure network security." "Internet people" are individuals or groups with certain influence in cyberspace.They create hot topics on the Internet through their words and deeds,which can quickly set off online public opinion,which is a way to influence online public opinion.Towards a force to be reckoned with.Local governments improve their ability to guide online public opinion,and the group of "Internet people" is the key factor and entry point.From the perspective of public management,local governments need to adapt to the law of network public opinion,do a good job of identification,classification and coordination for the group of "Internet people",take targeted and differentiated measures,give full play to their own supervision function of network public opinion,improve the guidance ability of network public opinion,and help the healthy development of economy and society.Based on the new public service theory,polycentric governance theory,and "gatekeeper"theory,this paper constructs the basic analytical framework of the local government’s group management of "Internet people",and evaluates the number,type,structure and attitude of the group.It also sorts out the management measures,effects and problems of relevant government departments concerning this group,and concludes that there are many problems in the management of "Internet personage" in Z City,such as multiple management,the government has a single management structure,frequent occurrence of negative public opinion and backward supervision technology.The reasons are analyzed according to the existing problems,including imperfect policies and regulations,lack of sufficient attention by local governments,insufficient capacity of supervisors,ignoring the importance of social organizations participating in management,and uneven overall quality of "Internet people".In view of the above problems and reasons,the article puts forward the local government’s countermeasures and suggestions for the management of "network people" from ideological,laws,regulations,technical means,and management.Among them,at the level of ideological awareness,it is necessary to pay more attention to the network of people and strengthen their ideological and moral education;at the level of laws and regulations,it is necessary to refine relevant control measures and further improve the relevant legislation of online public opinion;at the level of technical means,it is necessary to improve the identity authentication threshold of "Internet people" should be improved,and the means of monitoring Internet public opinion should be improved;at the management level,it is necessary to set up a network public opinion guidance team,strengthen the government’s legal management and disposal force,give full play to the leading role of Internet talents,and unblock the voice of "Internet people".People" communication platform.
