It is the major decision-making arrangement made by the party's 19 th National Congress to ensure good pre-school education and realize young children's education.Since the beginning of recent years,China has increased its financial investment in pre-school education,but its preschool education is due to its innate development.Insufficient conditions,there are still many problems such as difficulty in entering the park,expensive admission,and uneven quality of schooling.The support and intervention of the central and local governments is extremely important for the development of preschool education in China.At the same time,the government's performance management of pre-school financial investment is also the focus of everyone's attention.The performance evaluation of pre-school education financial investment in different regions and the differences between regions are very worthy of study.Firstly,based on the predecessors' research and input-output theory,this paper preliminarily establishes the performance index system of pre-school education financial input.The indicators are mainly divided into three categories: input category,output category and development category.Sexual analysis and coefficient of variation method,scientifically screen out appropriate performance evaluation indicators,screen 16 indicators,and then use the objective assignment method to copy the index weights,and finally invest in 4 indicators accounted for 30%,output(middle Outputs)8 indicators accounted for 40%,and development category 4 indicators accounted for 30%.Secondly,after establishing a complete pre-school financial investment performance evaluation system,the efficacy coefficient method is used to score the performance of 28 regions in China from 2010 to 2017 and use the line chart to analyze the performance level trends of each region.Then,28 regions of China are divided into three regions according to China's economic zone classification criteria: East,Middle and Western regions.Using the Theil index to analyze the differences in the performance scores of pre-school education financial investment in China's eastern,central and western regions from 2010 to 2017.It is found that the regional differences are obvious.Therefore,combined with the actual development of preschool education,six main factors that may affect the financial input performance of preschool education are determined.A regression model is constructed to measure the specific influence degree of each influencing factor.The main conclusions of the study are as follows:(1)From 2010 to 2017,the highest performance score is in Beijing,and the lowest performance score is in Guangxi Zhuang Autonomous Region.The region with the highest performance level is also the most developed region in China,and the economy is underdeveloped.The performance level of the region still has a certain gap with the developed regions and is at a low level.Overall,the performance scores of pre-school education financial input in 28 regions of China have increased year by year in the past 8 years.(2)The internal performance difference in the central region is the smallest,followed by the eastern region.The internal performance difference is the largest in the western region.The performance difference between the eastern,central and western regions has the highest contribution to the overall performance difference.(3)The regional economic environment and the importance attached by local governments to pre-school education have a positive impact on the performance of pre-school education financial input in various regions.Among them,the local government's emphasis on pre-school education has the greatest positive impact;human capital quality The proportion of children of school age with preschool education has a negative impact on the performance of preschool education financial input in various regions.
