Study On The Enrollment Of Compulsory Education For Children Accompanying Migrant Workers In Fuzhou City And The Government's Countermeasures

Revolution and opening-up accelerate the progress of urbanization,more and more rural migrant workers and their families have moved to cities.Till 2017,the number of trailing children,who receive compulsory education in Fuzhou,has reached 195,000,which occupies 25.4% of the total number of students(768,000)during the compulsory education stage.In Fuzhou,the number of trailing children is large and rises quickly,which has brought great pressure to the resources of compulsory education in Fuzhou.How to guarantee the compulsory education of trailing children to enjoy the equal education in Fuzhou has become the focus and hot issues paid attention to by all fields.According to the research thinking of “ investigating the current situation---raising questions--analyzing reasons---solving issues”,this article has adopted “questionnaire method”,“ interviewing method”,“comparative research method”,etc.to conduct comprehensive investigation on the admission of the compulsory education of trailing children in Fuzhou on the basis of concluding relevant research at home and abroad and defining relevant concepts about the admission of trailing children in Fuzhou by means of connecting the newest policies,laws and regulations.Besides,connecting the theories,such as education equity theory,rationality theory of public theories and “the supply theory of public service”,the article has pointed out that there are problems appearing in the admission of compulsory education of trailing children,such as unequal education right.It has also analyzed and pointed out that incomplete guarantee mechanism of compulsory education funds,the lagging school's planning and construction compared with the urban development,the absence of government responsibilities,etc.are the reasons for these issues appearing.In the end,the article has put forward the measures and suggestions for the Government to guarantee the admission of trailing children and tries to promote the group can better receive the compulsory education in Fuzhou from reforming the household registration system,improving the fund guarantee,expanding the supply of academic degrees,supporting the development of private schools,perfecting the admission policies of trailing children and other aspects.
