Balanced development is the basic orientation and strategic task of compulsory education.In recent years,Jiangxi Province has been committed to promoting the balanced development of compulsory education and has achieved remarkable results.So far,all counties in Jiangxi Province have achieved the basic balance of compulsory education,and are gradually entering a new stage of high-quality balance.Based on this background,this article analyzes the resource support situation of compulsory education in Jiangxi Province towards high-quality balance,and further points out the predicament of high-quality and balanced development of compulsory education in Jiangxi Province,and finally proposes solutions.When analyzing the resources support of compulsory education in Jiangxi Province towards the high-quality and balanced development,firstly,determining the area,the number of books,the number of computer,the value of teaching equipment,educational expenses and personnel expenses in the average student,and teacherstudent ratio were used as calculation indicators,and the Theil index method was selected as the calculation method.Secondly,100 counties of Jiangxi Province were divided into 11 groups by city.Finally,overall differences,intra-group differences,and inter-group differences of all indicators of Jiangxi Province from 2014 to 2017 were calculated.The calculation results found that:(1)the balance of physical and human resources allocation in the stage of compulsory education in Jiangxi Province has been significantly improved,and the balance of financial resources allocation has decreased;(2)the overall differences in each indicator are caused by the intra differences,in other words,the imbalance between counties of city is the key factor to lead to the overall differences.(3)Among the 7 indicators,the average level of the number of computers and the value of teaching instruments and equipment per student are the lowest,and the resource support is the weakest.The teacher-student ratio has the highest equilibrium level and the best resource support.(4)The equilibrium level of each indicator in the junior high school stage is lower than that of the primary school stage.When analyzing the predicament of high-quality balanced development of compulsory education in Jiangxi Province,the stratified sampling method was used to select 7 cities in Jiangxi Province primary and junior high schools were investigated.Through mathematical and statistical analysis of the collected questionnaires,it is found that Jiangxi Province has the following five dilemmas in the process of moving towards high-quality equilibrium: First,there are weak links in the allocation of educational resources;Second,the implementation of government guarantees is not in place;Third,the quality of education need to be improved;Fourth,there is insufficient motivation for the development of school inclusiveness;Fifth,the construction of school education informatization need to be further strengthened.In order to promote the high-quality and balanced development of compulsory education in Jiangxi Province,the following countermeasures and suggestions are proposed:First,by increasing the investment of education funds and strengthening the construction of the teaching staff to solve the insufficient problem to guarantee school education resources;Second,by scientifically planning the school layout,implementing the teacher treatment policy to solve the insufficient government guarantee implementation;Third,by improving teaching skills,promoting personalized development of students,enhancing teacher moral education,establishing comprehensive compulsory education quality supervision and evaluation system to improve school education quality;Fourth,by strengthening the school moral education,developing characteristic school-based courses and consolidating cooperation between school and family to solve the insufficient motivation of school connotative development;Fifth,by establishing an education informatization guarantee mechanism,guiding enterprises to participate in the education informatization construction and improving teachers' information literacy to solve the low level of school education informatization.
