Research On Risk Evaluation And Avoidance Of High-level Talent Management In Higher Vocational Colleges

With the rapid economic growth and the implementation of the “Talent Talents” strategy,China has entered a new stage of development.Based on the various high-level talent introduction and development policies introduced by the provincial and local governments,many measures have been taken across the country to attract a large number of High-level talents,which have strengthen the construction of talent echelons,and enhanced comprehensive competitiveness.The promulgation of the National Vocational Education Reform Implementation Plan once again highlights the place of vocational education in higher education.The management and development of high-level talents in higher vocational colleges has become one of the key tasks of local governments and higher vocational colleges.The government has an absolute guiding position for the management of high-level talents in higher vocational colleges.However,in practice,there are still many problems in the management of high-level talents in higher vocational colleges,such as the lack of strategic planning of talents,incomplete evaluation mechanism,insufficient assessment and incentive ability,etc.It greatly dampens the enthusiasm of high-level talents human capital,and even generates high human investment costs.In order to further explore the risks of high-level talent management in higher vocational colleges,this paper analyzes the current situation and risk causes of high-level talent management in higher vocational colleges from the perspectives of local government policies and internal management of higher vocational colleges based on risk management theory.Secondly,through expert interviews,on the basis of identifying the risk factors of talent management,according to the four dimensions of policy risk,market risk,high-level talents' own risk and internal management risk of higher vocational colleges,the paper explores the establishment of higher vocational colleges.The talent management risk evaluation index system;with the help of the analytic hierarchy process,experts analyze the relative importance of various risk factors,constructing a risk evaluation model,and find that local government policy risks and internal management risks of higher vocational colleges are the main risk factors.Finally,from the perspective of local government and higher vocational colleges,the paper proposes different ways to avoid high-level talent management risks,and promote the better development of high-level talent management in higher vocational colleges.
