Research On Quality Control Of Affordable Preschool Education From The Perspective Of Government Purchase

With the implementation of two child policy,supply of preschool education resources is insufficient.In order to alleviate the contradiction between supply and demand of preschool education services,government purchase is the necessary way to solve this problem and it's also the inevitable choice to provide affordable preschool education.However,the government purchase of preschool education services started late and developed slowly in China.Frequent quality problems lead to reduction of government credibility and people's satisfaction.Therefore,this paper takes the affordable preschool education service from perspective of government purchase as the object of discussion,and studies its quality control in order to promote the implementation and promotion of this policy in China.First of all,taking Jiangsu Province as an example,this paper investigates and analyzes the current situation of affordable preschool education services purchased by the government.Based on the understanding of the main ways and existing problems of the government's purchase of inclusive preschool education services,using the open coding,selective coding and theoretical coding of grounded theory,this paper obtains the influencing factors of the quality of inclusive preschool education services purchased by the government;Based on this,through the quantitative research method-fuzzy cognitive map,this paper analyzes the influencing factors,the key influencing factors of preschool education service quality and the mechanism of the influencing factors on service quality.Finally,starting from the key quality factors of inclusive preschool education services,based on the problems caused by the information asymmetry faced by the government purchase,the incentive model is designed and the quality incentive mechanism is obtained.The government(the client)achieves the purpose of quality control by giving the incentive mechanism of preschool education institutions(the agent)in advance.In order to achieve the goal of quality control of affordable preschool education services purchased by governments,this paper discusses the quality influencing factors and quality incentives.The research draws the following conclusions: the influencing factors of government purchasing inclusive preschool education service quality include: environmental factors,kindergarten factors,government factors,market factors,regulatory factors and public factors;among them,kindergarten factors are the key quality influencing factors and the influence degree of other factors decreased in turn.In addition,according to the optimal incentive contract model under the information asymmetry in principal-agent theory,the quality incentive model is designed.The optimal incentive mechanism parameters include the fixed payment and incentive coefficient of the government,so as to identify the service ability of kindergarten and encourage its efforts.
