Research On The Impact Of Fertility Policy Adjustment On People's Livelihood Financial Expenditure

The essence of the people's livelihood and finance is that the government takes the “people” as the starting point and raises the level of public services so as to achieve the goal of improving people's living standards.As a public policy,birth control policy is one of the important factors affecting population size and population structure.From the family planning policy to the opening of the “all-round,two-child” policy,adjustment of the birth control policy is an important measure to alleviate the aging population and optimize the population structure.Changes in the total population and the structure of the population will directly affect the people's livelihood financial expenditure,which will affect the redistribution of national income and the sustainable development of the economy.The first part of this article is introduction;the second part introduces the adjustment process of fertility policy and defines the scope of financial expenditure for people's livelihood.The theory of fiscal expenditure growth of Musgrave,Wagner's law and Malthusian population growth theory are taken as the theoretical support of this article;The fourth part analyzes the present situation of China's current financial expenditure for people's livelihood;we select the demographic and the financial expenditure data from 2000 to 2017 to analyze the correlation between population and people's livelihood expenditure by using the Granger causality analysis method and set the birth policy.Invariable and relaxed fertility policies.In the fifth part of this article,the future expenditure on medical care in China will be calculated under the programs of high,medium and low fertility policies.Finally put forward to increase financial input the livelihood of the people,establish a diversified funds safeguard system,optimization of maternal and child health care,education and other public products and services,improve the efficiency of people's livelihood fiscal spending,set up scientific management system and the promotion of people's livelihood finance democratization and legalization of the four aspects of policy recommendations,in order to better cope with fertility policy adjustment of fiscal expenditure of the people's livelihood after total population and the population structure change brought about by the social effect.
