As an important social public policy,family planning is one of the important determinants that directly affect the number,scale and economic structure of the school-age population in my country.From the reform of the family planning policy system to the further "comprehensive two-child" opening policy,adjustments The specific policy of family planning is an important policy and measure to further prevent and alleviate my country’s population aging and declining birthrate,and to optimize the total school-age population and economic structure of my country.The promulgation of the “comprehensive two-child”policy has stimulated changes in the size of my country’s population to a certain extent,which will lead to a collateral impact on the size of my country’s future school-age population and education-related public expenditures.In recent years,my country has continuously increased its investment in education,and related financial education expenditures have also risen.my country’s current actual investment in education funds and the level reached by my country’s comprehensive education are only the level of investment that should be in the economy of a socialist country with a general economically developed level.Financial education expenditure should be highly valued.This will be used as a measure of my country’s comprehensive education.One of the important criteria for fiscal expenditure input.This article starts from the research question and mainly covers the research content of the seven sections.The first part mainly starts from the reality,puts forward real problems,and focuses on the background,significance and relevant research status of the research;the second part is the summary And define people’s livelihood fiscal expenditure,education expenditure and other related concepts,and then provide theoretical basis for comprehensive analysis of the influence of birth policy changes on education expenditure based on fiscal expenditure benefit evaluation theory,Wagner’s law,and Malthus population theory.The third part firstly,based on the perspective of externality,expounds the concept of fiscal education expenditures and fertility policies at different stages,and then introduces the changes in the birth rate and education expenditures brought about by the current fertility policy changes in China,and visualizes the current situation through graphs;The fourth part uses regression models to analyze the changes in educational expenditures under the fertility policy at different time periods,and conducts empirical analysis and research on the impact of fertility policy changes on education expenditures;the fifth part mainly studies the estimation of China’s education expenditure needs after the fertility policy changes.It is estimated that in the next few years,the people’s livelihood financial education expenditure will reach a state of substantial increase in investment along with the expansion of the population;finally,according to the above conclusions,by improving the rational allocation of higher education resources,establishing a population dynamics monitoring system,and implementing multiple A series of actions such as the implementation of the policy of optimizing investment,adhering to "to expand the total amount and structure in parallel",and improving the compulsory education service system,put forward a set of effective optimization suggestions on the basis of achieving China’s fundamental goals.
