After Chinese President Xi Jinping launched "One Belt and Road(OBOR)" initiative in 2013,the country's internal policy environment has been gradually improved,and the international diplomatic cooperation mechanism has been continuously optimized,China's top designers have created a new international strategic cooperation platform for the stable and efficient economic and trade development,political equality and mutual trust,and cultural exchanges of the countries along the "OBOR" strategy.Education cooperation and exchanges between China and Africa are an integral part of the "OBOR" education campaign.In order to build a community of common destiny with shared responsibilities,win-win cooperation,shared happiness,shared culture,shared security and harmonious coexistence,it is necessary for Sino-Africa education cooperation to explore the transformation and upgrading of the cooperation model in the context of the "OBOR" initiative,and to realize the paradigm shift from "Giving fish" to "Teaching fishing".In this paper,the characteristics of the era of Sino-Africa education cooperation in the context of the "OBOR" initiative are taken as the object of analysis,and the methods of comprehensive literature analysis,investigation and comparative analysis are used to summarize the achievements of Sino-Africa education cooperation at home and abroad,to integrate the characteristics and research trends of existing projects in the academic community,and then to classify and summarize the modes and characteristics of cooperation in the light of the latest achievements of our "OBOR" educational action and the latest practice of Forum on Sino-Africa Cooperation,to study the importance and feasibility of deepening this area of cooperation,and to reflect on the current difficulties and potential challenges in deepening and advancing the "OBOR" initiative in Sino-Africa Educational Cooperation.Finally,put forward the corresponding feasible transformation way as well as the policy suggestion.First of all,starting from the analysis of the domestic and foreign strategic background of Sino-Africa education cooperation,the vertical course of Sino-Africa education cooperation is sorted out,the characteristics of the times in different cooperation periods are analyzed,and the development trends of cooperation projects are summarized,it is believed that Sino-Africa education cooperation,in the context of the building of a community of shared future for mankind and the profound Sino-Africa national friendship,is not only the common aspiration of the people of both sides,but also the only way to boost economic and trade production capacity.Secondly,by analyzing the background of the "OBOR" initiative and the "OBOR" education initiative,we can thoroughly review and analyze the latest policy documents and statistics and reports of the Department of Foreign Exchange and cooperation of the Ministry of Education,based on the achievements of "Going out" education and the practice of Forum on China-Africa Cooperation,this paper comprehensively analyzes the policy orientation and strategic layout of China-Africa Educational Action under the "Five links" policyHowever,this study believes that Sino-Africa education cooperation in the process of gradual internationalization and standardization,but also exposed some structural problems.The uneven distribution of resources,strong dependence and poor indigenization of the African education system,China's relative lack of awareness of African culture,weak capacity to link up with the labour market,uneven areas of cooperation and lack of supervision and evaluation,etc.,all these have become the shackles of the development of Sino-African educational cooperation.In the future transition of Sino-Africa education cooperation under the "OBOR" initiative,it is necessary to optimize the policy orientation of the Education Initiative and give full play to the guiding role of the government It is necessary to perfect the cooperation mechanism of joint cultivation of talents and enhance the ability of transforming educational achievements,and to attach importance to the international adaptability of educational cooperation so as to realize the grand goal of "Education should be oriented to modernization,the world and the future".
