With the rapid development of economy and society and the major adjustment of industrial structure,the social service function of higher vocational colleges is increasingly prominent.Improving the social service ability of higher vocational colleges has become a common concern in the development of higher vocational education in China.The purpose of enhancing the social service ability of higher vocational colleges is to promote higher vocational colleges to give full play to their resource advantages,provide better services for the society such as talent cultivation,talent training,scientific research technology,resource sharing and so on,and promote the healthy development of regional economy and society.Therefore,it is of great significance both in theory and practice for higher vocational colleges to improve the ability,quality and effect of their social service.Based on this,this paper is devoted to the study of the key issue in the development and construction of higher vocational colleges-the improvement of social service ability.Based on the theory of new public management theory,taking Sichuan higher vocational colleges as an example,this paper discusses the current situation of social services from five aspects: personnel cultivation service,personnel training service,scientific research technology service,resource sharing service,and social public welfare service by using the methods of literature research,questionnaire survey and interview.Through collecting relevant information,it goes deep into some parts of Sichuan province.On the spot investigation in higher vocational colleges of Sichuan province,485 teaching staff and 477 graduates from 5 higher vocational colleges were investigated with questionnaires respectively,and the principals of 6 units outside the university were interviewed in depth.This paper analyzes and evaluates the current situation of social service ability of higher vocational colleges in Sichuan province qualitatively and quantitatively,and objectively summarizes the main problems existing in the social service ability of higher vocational colleges in Sichuan province,as well as the adverse effects on the development of the school itself and the regional economic and social construction.At the same time,it analyzes the reasons for the problems in the social service ability of higher vocational colleges from three aspects of government,school and society.Finally,based on the guidance of the new public management theory,combined with the existing research results,drawing on the advanced experience at home and abroad,and combining with its own work practice,it will improve the functions of the government and play the role of "steering the boat".Adherence to to the customer and market demand as the guide,itenhances the connotation construction of higher vocational colleges.Advanced management is introduced and the working mechanism of social service is innovated.The performance evaluation is strengthened and the evaluation system of social service ability in higher vocational Colleges is constructed as well.This paper puts forward a set of practical countermeasures and suggestions from the four aspects mentioned above for the improvement of social service ability of higher vocational colleges,in order to provide ideas for the construction of social service ability of higher vocational colleges and contribute to the development of higher vocational education.
