Research On The Management System Of Higher Vocational Colleges From The Perspective Of New Public Management Theory

In the society,as the scale of the higher vocational education becomes more and more big,and the proportion of higher vocational education in higher education becomes heavier,it assumes responsibility the responsibility of popularizing the higher education.Along with the rapid progress and development of society,in recent years the scale of higher vocational education gets expanded,which also cause the soaring digit of student enrollment in some terms.Nowadays,the higher vocational institutes consistent to raise their attention on providing higher quality services and improving the students' satisfaction on schools.Meanwhile,high vocational institutes turn to self-driving behavior from passive behavior.The administration work in higher vocational institute is part of quasi-public goods in the innovative public administration system.The new-era demands much more strict requirements on personnel training objective in higher vocational education.However,traditional administration work in higher vocational institutes cannot meet the standards of it's'transition and development in this period.Because the majority of higher vocational institutes upgraded from technical secondary school,the higher vocational institutes'operating system are still not strict enough.The administration work is stick to the management methods of technical secondary school.Hence,the administration work lacks related basic administration theory and practical experience and so it cannot be limited by the traditional "administration".In the theory of higher vocational institutes' administration,an innovative public administration theory should be covered,especially the service idea of "Customer-oriented" and "People Foremost".The related theoretical basis of "Objective Management" and "Process Management"should be included during the administration process.At the same time,reward mechanism can be constructed to inspire transiting to democratic management and autonomous management from passive ones.This is not only the requirement from the development to the higher vocational institutes,but also a whole fresh exploration on theory and practical of higher vocational institute administration under the view of innovated public administration theory.This dissertation is composed by seven chapters.It starts with introduction,simply stresses the meaning and research background.First chapter expounds the theoretical principles and related notions,and the connotation and characteristics of the new public management theory.The second chapter focuses on the analysis of the current situation of management in Higher Vocational Colleges.Taking Wuxi Institute of Arts and Technology as an example,it will analysis its' current situation,reformation of higher vocational institute administrative mechanism domestically,and the problem of management mechanism what Wuxi Institute of Arts and Technology would meet in the theory of innovative public administration.Following with the next chapter puts emphasis on the innovative on the analysis,management mechanism of Wuxi Institute of Arts and Technology under the theory of new public management.At forth,the focal point will be the construction thought and strategy thought on the higher vocational colleges' management mechanism based on the theory of new public management on the management objective,model analysis,proposal and countermeasure.The advice and suggestion will be brought targeting on the relocation of the higher vocational institute and the idea of higher vocational education administration innovation.Eventually,the conclusion and prospect is presented based on the content of this research.
