The report of the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China expounds the important contents of innovating the social governance system,which points out the goals and directions for the development of social organizations in the new era.In the situation,governance issues in the field of social sports have also been mentioned on an important agenda.Innovative social governance shows that social sports governance needs the participation of social sports service organizations,and participation in social sports governance is also the need of the development of social sports organizations.Judging from the current social reality,the task of public governance of social sports is complex and arduous.In the initial stage of actively promoting innovative social sports governance practices,it is urgently necessary to have these social sports organizations which have professional management capabilities and service capabilities and professional development concepts to undertake the management functions transferred by the government and provide public sports services.Such organizations are social sports service organizations.At present,the professional management and service capabilities of China's social sports service organizations need to be further strengthened.Therefore,the construction of professional management and professional service capabilities has become an important goal for the development of social sports service organizations.According to the aim and requirement of innovating social sports governance,Judging from the development status of social sports service organizations,there are two specific problems in the current development of social sports service organizations.One is that the evaluation index system of public governance ability of social sports service organizations needs to be constructed;the other is that the public governance capacity of social sports service organizations needs to be improved.This paper takes the governance ability of social sports service organizations as the research object,using the methods of documentation,interview,case analysis,Delphi method,questionnaire survey and mathematical statistics.This paper constructs an evaluation index system of public governance ability of social sports service organizations,and makes a tentative evaluation and analysis of Social Sports Instructors Association of every district in SH based on the index system,finds out the problems it faces in its development,and explores the development route to improve the public governance capacity of social sports service organizations.Through the research,the main conclusions are as follows:Firstly,the evaluation index system of the public governance ability of social sports service organizations consists of two first-level competence indicators: the ability to participate in the management of social sports affairs and the ability to participate in public sports services;five second-level competence indicators: the ability to obtain external recognition,the ability to maintain credibility,the ability to make policy recommendations,the ability to standardize and specialize sports services,and the ability to use information technology;and thirteen third-level competence indicators.Strength Indicators: Strong propaganda ability,trust and support from the government,good social evaluation,social recognition and support,crisis handling ability,crisis public relations,ability to coordinate the masses,the ability of the masses to meet their demands,participate in the construction of public sports policies,accurate analysis and judgment policies,full implementation of professional venues and facilities,quality management human resources,excellent service Human resources,standardization and standardization construction,opening of service websites and other information service platforms,and scientific analysis and processing of statistical data;Secondly,District social sports instructor associations generally lack the standardization and professional service capabilities;Most district social sports instructor associations participate in few projects and contents related to social sports governance;districts associations generally have insufficient information technology application capabilities,and the information service platform is not running well;The capacity of most district associations to participate in the construction of public sports policy is insufficient,associations is obviously affected by the traditional management system;the age structure of associations' staff is aging,the number is insufficient;the instructor management is loose,the turnover rate is high;the guidance service is not standardized;the instructor's professional level is low;community social sports guidance stations lack funding guarantees;Thirdly,There are seven main reasons for the problems of district associations:the low-income treatment of the associations is difficult to attract outstanding young talents;the inertia of the traditional system management leads to more administrative interference in associations;The nature of basic services is difficult to undertake government management and service functions;social service methods are difficult to meet service standards;self-participation forms fail to meet service conditions;fitness guidance cannot fully achieve health goals;lack of government support is not conducive to organizational transformation and development.Fourthly,the expectations of fitness masses for social sports service organizations include providing diversified public sports services,strengthening the self-capacity building of social sports service organizations,more social sports service organizations,providing high-quality public sports services,and strengthening the construction of information platform;Fifth,social sports service organizations need four aspects of transformation and development.The nature of services changes from basic services to professional services,and services range from social services to public services,service form needs to change from independent participation to post participation,service content needs to change from fitness guidance to health guidance;Sixth,there are three aspects to the improvement of public governance capacity of social sports service organizations.The first is the building of basic capabilities.Only with certain basic capabilities can sports service organizations provide basiccapabilities for participation in social sports governance.Basic capacity building has three contents: standardized operation ability,basic service ability,and ability to take responsibility;Secondly,the building of participating in social sports affairs management capacity,which needs to strengthen the ability to obtain government support,the ability to obtain social support,and the ability to improve social credibility;Thirdly,the building of participating in public sports service capacity,including service professional capacity and information technology capacity.Seventh,there are three requirements for the government's cultivation and guarantee.We should correctly examine the value status of the development of social sports service organizations;improve the policy environment for the survival of social sports service organizations;cultivate the independent hematopoietic function of social sports service organizations.Four suggestions are put forward as follows:Firstly,according to their own advantages and seizing the opportunities of innovative social governance development,social sports service organizations should realize the transformation and development as soon as possible to meet the ability requirements of participating in social sports governance.Secondly,social sports service organizations should absorb the development experience of advanced organizations and enhance their vitality.According to the content of the evaluation index of governance ability,they should strengthening the capacity building of public governance,especially the ability to participate in public sports service,and refine it to the improvement of several sub-capabilities such as excellent service human resources.Thirdly,social sports service organizations should strengthen cooperation with the government and society,adopt reasonable cooperation strategies,strive for more government purchases and social support,jointly manage social sports,and provide better services for the realization of the goal of national fitness.Fourthly,The government should attach importance to cooperation with social sports service organizations in the field of public sports,increase support and help to social sports service organizations,increase cultivation efforts,and achieve a good situation of social sports pluralistic governance as soon as possible.
