Abstract/Summary:
In recent years,the phenomenon of primary to junior middle school choice has been widely concerned by parents and society and become a hot issue in the practical education reform.The government has been increasing educational investment,optimizing the government and narrowing the gap between schools,however,because of insufficient high-quality study choices in current situation,the phenomenon of primary-to-secondary school choice still exists.As the main body of school choice,parents' cognition and corresponding actions to school choices largely determine the actual effect of school choice governance.With the investigation and research on the parental school choice problem,this study not only can provide data for the government,but also can deeply explore the cognitive gap between government and parents,and provide useful suggestions for the optimization of school choice governance.This study tries to explore the problem of parental school choice by investigation,interview and literature,four main aspects are showed as follows: parents' basic characteristics,parents' satisfaction of basic education government service,parents' attitude towards school choice and parents' school choice preparation.Based on the 431 valid questionnaires and five parents' deep interviews,this paper describes the characteristics of current school choice behavior during the entering junior middle school,analyzes the differences and explores the manifestation and causes irrational actions.This paper found that parents desire to pursuit education interests and have a high demand for school choice during primary to junior middle school,and parents make full preparations to increase the successful probability of school choice.Parents' demand leads to school choice problem,which is mainly manifested in the following parts: high proportion of education expenditure,extra after-class study and blind school choice.Regarding the governance and reform,there is an obvious cognitive difference between the education authorities and parents: the education authorities guarantee the fair of education starting point by implementing the nearby enrollment policy,while parents hope to meet the diversified education needs by individual choices.Therefore,under the guidance of compensatory principle,we should pay attention to the needs of vulnerable groups in the governance process,narrow the cognitive differences between the government and parents,and try to build a harmonious,orderly and stable development of educational relations by implementing the top-level design of the government,ensuring the openness and transparency of the enrollment process,promoting the coordinated development of public and private schools,absorbing parents' governance opinions and advocating parents' rational school choices.
