Abstract/Summary:
Primary to secondary school choice is a serious problem in China’s basic education reform, involving thousands of families. To solve this problem, we investigated parents from four primary schools of Harbin. The results showed:61.90% of the parents agree to the school choice,66.03% of the parents have a school choice intention. The results show that, the strict nearby enrollment policy reflects the education opportunity fairness, but did not fundamentally solve the school choice problems. In the analysis of school choice willingness, we found the reasons of school choice:lack of quality education resources supply, interscholastic difference is too large, the overall quality differences in students and the pressure of employment competition in advance. School choice resulted in many adverse effects:increase the financial burden on parents, further expanded the interscholastic differences, weak school students losing, education resources idle, intensify social stratification, and affect social harmony.To solve the issue of school choice, we should pay attention to the public attribute of compulsory education, the state and local governments increase education investment is a basic requirement in the process of educational reform. On the premise of the nearby enrollment without examination policy implementation, Harbin municipal educational administrative departments should consider increasing the quality educational resources supply by the transformation of the weak school, narrow the interscholastic cultural capital gaps, education compensation to the disadvantaged groups of students which can help weaken the family cultural capital gaps influence on Harbin parents’school choice willingness.
