| Primary-to-junior school choice which attracts a lot of attention from parents,government,and society is a hot issue.In recent years,although the government has adopted a number of policy measures to curb the growing problems of school choice,the results have been disappointing because the policy implementation and the supervision mechanism are not sound.Most of the existing policy norms and academic researches focus on forbidding school choice,firmly implementing nearby entrance policy,and other methods in order to cut off the roots of school choice.Less attention has been paid to parents’ school-selecting actions.Thus this article investigates the choice of primary school from the perspective of policy governance and parents’ actions by analyzing the differences between the two and seeking ways to heal the gap.It is not only beneficial to widen the angle of analysis and inspection scope of educational circle,especially the theoretical circle,also can provide beneficial references for the government to optimize the policy management practice.For the reasons above,based on the analysis of related policy texts,this article explores the research by selecting three parents as the research objects,combined with the news about parents’ school-choosing actions.It will be discussed from the following five parts.The first part is the basic research,including the reasons for selecting the topic,the significance of the topic,the research status at home and abroad,and the research ideas and methods.In the second part,the author will sorts out the relevant historical materials and policies to find out the reasons of the primary-to-junior school choice.The third part relies on parents’ school-selecting actions and opinions to answer what are the problems with primary-to-junior school choice and how to solve these problems.In the fourth part,the author analyzes the problems and the differences between the two sides.Therefore,this article reveals the inconsistencies between problems and solutions of the two parties in primary-to-junior school choice.The fifth part draws conclusions and makes suggestions based on the above analysis of materials.It is found that from the perspective of the government’s policy governance measures and the parents’ actual school choice actions,the two have significant cognitive biases on the primary school choice.More specifically,the government pays attention to promote students’ parents to implement the policies of nearby enrollment by means of solving the arbitrary charging and rectification of extracurricular guidance institutions.However,parents’ appeal to get into a high-quality private junior high school or a public junior high school with outstanding performance in entrance examination for secondary school.Based on above findings,this article makes the following suggestions.From the perspective of the government,it should let parents participate in formulating relevant policies,carry out effective implementation and supervision mechanisms of relevant management policies,establish education accountability system,conduct relevant information openness.From the perspective of parents,they are advised to do their best and pay close attention to family education. |
