| Under the background of regional industrial transfer,the trend of some industries in the southeast coastal areas of China shifting to the central and western regions is unstoppable,and the micro-process of industrial transfer is enterprise migration.In the national enterprise migration,a large number of small and medium-sized private enterprises have become active actors and reselect locations.Due to the restrictions of size and type,small and medium-sized private enterprises do not have standardized migration decision-making mechanisms or the department like the large private enterprises and state-owned enterprises.,its decision depends mainly on the personal judgment and will of the business owner.In practice,although the geographical location of small and medium-sized private enterprises and the type of the industry are different,the phenomenon of choosing to return to the hometown of the enterprise while developing in a developed city or migration is common,so it is called"hometown preference".Based on the theoretical perspective of institutionalism and embeddedness,this paper uses the structural-political analysis frame to expound the phenomenon of home preferences On the basis of the investigation of J County in Anhui Province,the study began from two aspects:structural interpretation and political process analysis,trying to reveal the social impact of the economic activities of small and medium-sized private enterprises.Hometown preference is essentially a location choice for small and medium-sized private enterprises.Economics explores the optimization of corporate activity space through the finding of location factors.In fact,the decision-making environment of enterprises is complex,and there are social structural factors behind the convergence of choices.This paper studies find that the adjustment of industrial structure,the influence of geopolitical associations and the characteristics of the main group of enterprises are the structural explanations of the preferences of the hometown from the macro,meso and micro dimensions.The imbalance of domestic industrial structure has been in existence for a long time.Regional heterogeneity has caused regional differences,and has also created a space for further development of small and medium-sized private enterprises.At the same time,the hometowns in the central and western regions have the development needs to undertake industrial transfer.Enterprises and their hometown achieve cooperation;the geopolitical association expands the influence factors of the main effect of the enterprise from the individual behavior to the influence of other people's behavior and self-identity through the generation of the identity mechanism;The growth and business experience of the main group of small and medium-sized private enterprises and the family structure and the business concept have jointly promoted the returning behavior.When talking about the preferences of hometowns in the political dimension,this paper incorporates them into a process analysis.The first step is the push-pull effect between local governments:on the one hand,the evacuation government pays attention to the local interests and drives the enterprises that do not conform to the local development.On the other hand,the hometown government is at the low level of regional development and resources.It uses social relations to conduct investment promotion work.Secondly,in the process of formation,stability and transformation of the county investment market,the interaction between government and enterprises is also constantly changing:the returning enterprises enjoy policy and resource inclination in the early stage,gradually failing to meet the local government's pursuit of regional economic development and attract attention;the local government's investment logic has undergone a large-scale turn,focusing on attracting big and strong.At this time,the entry of large enterprises and state-owned enterprises has caused resource squeeze on small and medium-sized private enterprises.Finally,the small and medium-sized private enterprises returning to their hometowns seek to survive by participating in the hometown location,and show different action strategies in practice.The study finds that hometown preference is not a simple economic problem that seeks space optimization,but a social behavior that is constructed on the dual dimensions of structure and politics.However,the initiative of small and medium-sized private enterprises as economic entities cannot be ignored. |
