Research On Policy The Effect Of Government Subsidy To Small And Medium-sized Sports Enterprises

With the advancement of the new development pattern,the sports industry plays an increasingly important role in the operation of the national economy.It has become an important measure to build up a country with strong sports power,to facilitate the high-quality development of its national economy as well as meet the people’s needs for a better life.Small and medium-sized sports enterprises,which can boost strong energy to the entirely national small and medium-sized sports enterprises and even to the whole sports industry,are provided double supports by varies policies for sports industry as well as those for small and medium-sized enterprises.Government subsidy is an important means of financial investment for sports enterprises,whose expenditure scale and structure can cause an effect to the sports advancement of industry.As stated by the results of literature review,the current sports industry policy and related sports industry guidance funds tend to support and guide the sports industry and sports enterprises,which can reflect the government’s unremitting efforts to improve the survival and growth ability of sports enterprises,as well as embody its scientific decision-making for the sports industry to form a positive external compensation.The given subsidy funds are likely to be inefficient and even invalid due to the influence of Information asymmetry or some other factors.Meanwhile,information is continually transmitted between government and enterprises,enterprises and markets,and between government and markets,which results in the interests of one side are intertwined and restricted with each other,thus the negative impact of the Information asymmetry is reduced.According to the principle of the econometrics and the remarkable research results of the academic community,taking the small and medium-sized sports enterprises in the NEEQ as an example,this paper conducts a modeling and analysis on the data of the small and medium-sized sports enterprises in the NEEQ.As is shown in the descriptive statistics,the small and medium-sized sports enterprises represented by the NEEQ has seen a relatively weak business performance,often accompanied by exceeding significance of financial indicators,and the difference of each index between different enterprises is also very high.In the aspect of government subsidy,the acquisition of government subsidies in small and mediumsized sports enterprises obviously varies from each other.Some enterprises can get huge amount of government subsidy,while others get zero or very little subsidy.Further research and analysis show that,on the whole,government subsidies can greatly enhance the ability of small and medium-sized sports enterprises to survive and grow up.And the government subsidies can only exert influences on the survival ability of small and medium-sized sports enterprises in the current period,while can cause an effect to the growth ability of small and medium-sized sports enterprises in the longer period but the effect has shown a downward trend.Based on the above research,this article argues that it is of importance both for the government and small and medium-sized sports enterprises to strive to taking according measures to make sure the government subsidies are effectively implemented.First,the government should take efficient measures as follows: 1.Ensure that the government subsidies for small and medium-sized sports business are provided in a transparent and normative way.2.Implement differentiated but non-particular subsidy measures;3.Improve the government subsidies and abdication mechanism;4.build up reasonable and effective supervision mechanism and enhance the supervision ability of government;5.Steadily advance the operation of market towards an orderly developed direction.In addition,it is significant for small and medium-sized sports enterprises to adopt positive measures from the following aspects: 1.They should position themselves correctly and strive to make the sports enterprise bigger and stronger;2.Treat the role of government subsidies objectively,making good use of government subsidies to achieve higher quality development;3.Improve the internal management of enterprises,taking advantages of government subsidies to achieve more efficient development;4.Pay attention to the innovation of science and technology in the development of enterprises,so as to improve the core competitiveness of enterprises.
