Research On Bundling PPP Projects In Many Kindergartens Under The New Birth Policy

Early childhood education is the starting line of education system and the cornerstone of quality education system.As a developing country with a population of more than a billion,China should pay attention to the development of early childhood education and realize the transformation from a large population country to a powerful country with talents.From the present situation,people pay more and more attention to preschool education,but the resources of preschool education can not meet the needs of the people,especially in the new policy of birth,the shortage of educational resources of children and the desire for a better life are more obvious,and the phenomenon of "difficulty in entering the garden" and "entering the garden" is more obvious.At present,the PPP model has been applied in the construction of education projects in China.What kind of PPP mode should be used in the kindergarten project?There is no clear regulation in the documents of the national development and Reform Commission,the Ministry of Finance and the Ministry of education.In order to do a good job in the study of bundled PPP project in 9 kindergartens in T County,this paper first summarizes the current situation of PPP model at home and abroad on the basis of a large number of reading literature and PPP theory.Secondly,through the questionnaire survey,this paper analyzes the preference of residents in T County for kindergarten project construction,daily teaching and other aspects,and draws the people's trust in public kindergartens,but this is in contradiction with the limited financial resources of the government.Then,according to the contradiction and the characteristics of the project,the paper puts forward the operation mode of PPP,that is,the limited FOT mode of "financing+operation+transfer",and designs the operation process of PPP mode of the project.Finally,through expert interviews and surveys,the research results are analyzed to verify the applicability of the PPP model and the effectiveness of the processThis paper analyzes and designs the operation flow of the PPP model through the applicability of the PPP project model in 9 kindergartens in T county.The research results can accumulate experience for the construction of the kindergarten project in T county and provide experience for the Zhejiang province to speed up the development of the PPP mode of the county education project in the future.
