Study On The Transformation Of The Family Planning Functions Of Towns Under The Background Of The New Era-

The perfect adjustment of fertility policy since the 18th CPC National Congress marks a fundamental change in the goal of controlling population growth in the past 40 years,and the work of population and family planning has entered a new stage of promoting the long-term balanced development of population.General Secretary Xi Jinping proposed "implementing a healthy China Strategy"in the report of the 19th CPC National Congress,which is an important strategic arrangement for socialism with Chinese characteristics in the new era.At the same time,in 2018,during the reform of state institutions,the National Health and Health Commission was set up,which puts forward new requirements and new expectations for family planning work in the context of the new era,especially with regard to the broadest,most direct and most direct as well as the most connected with the masses.The close township family planning department is not only an opportunity but also a challenge.Based on the practice of family planning in grass-roots villages and towns in the past five years,this paper studies the problems related to family planning work in Sixi town by consulting the literature and questionnaire.And put forward suggestions and ideas on the transformation of family planning function in grass-roots villages and towns under the background of the new era.This paper is divided into six parts:The first part explains the basis of this research,the purpose and significance of the research,based on the basis of domestic and foreign research,design a technology roadmap,explore possible innovation points;The second part defines the new era background,township family planning,family development,family planning family and other related concepts,elaborated the population long-term balanced development theory,the new public service theory and other related content;The third part mainly expounds the new requirements of township family planning work under the background of "all-round two-child",institutional reform,healthy China strategy and innovative social governance.The fourth part mainly introduces the current situation and characteristics of family planning development in Sixi town,and analyzes the problems related to family planning service in Sixi town under the background of the new era with the form of interview survey and questionnaire survey.The fifth part summarizes and analyzes the problems of family planning service in Sixi Town mainly from four aspects:organization structure,management mode,service concept and service content.The sixth part puts forward some suggestions on the transformation of the function of family planning service under the background of the new era.
