Research On The Service Pattern Transformation Of Grass Roots Family Planning Network Under The New Time

Family planning has been included in the constitution as a basic national policy since 1982,China's family planning work has played a vital role in the development of family planning.It has own four basic functions,providing information and statistics,policy endorsement,policy implementation,delivering the public sentiment.The specific work mechanism and department play an important role.However,with the aggravating trend of population aging in China,our country adjusted the population policy,from “New Fertility Policy” to “Universal Two-child Policy”,the state proposed the integration of health and family planning institutions in 2013,meantime,the state advocates the comprehensive management of multiple subjects,“Internet plus”.Under these background,it is urgent for family planning network to transform the service pattern.In this paper,the basic functions,advantages and the current situation of the grass roots family planning network are studied by literature research,questionnaire survey,data report and focus group interview.Main work and conclusions as follows:There are some finds by investigating administrative person,skilled staffs' comprehensive service providers from family planning field.Firstly,family planning work has not weakened but strengthened,most people supported the integration of institutional,and then the integration of health and family planning management system needs to be straightened,in the background of population policy adjustment and the integration of health and family planning institutions.Secondly,family planning staff reflected that it is go harder for them to work.82.12% of administrative staffs and 44.71% of comprehensive service provider supported that work harder.Thirdly,transforming service pattern of family planning is urgent.69.15% of skilled staffs and 72.94% of comprehensive Service providers supported that transforming service pattern is urgent.Finally,both the interests' policy of family planning and the basic family planning technical services grant funds ought to be further improved.Based on the analysis above,the paper provides reasonable suggestions for transforming service pattern,from transforming the concept,the connotation,content,mode,and structure of organization,which concluded transformation of “full life cycle service 3+3”,combined with the transformation of service content and mode.The first “3” refers to the young,adults and the old,the second “3” refers to the basic services,ancillary services,and special services.First,providing the prevention and treatment of diseases related to reproductive health,pregnancy reproductive health services,and reproductive health rights services to the whole,by consulting and on-site services.Second,providing the young with health education services,with the propaganda of policy,school curriculum and parents' words and deeds and other mean.Third,providing health education,publicity and guidance,follow-up services such as pregnancy services to women of childbearing age,with the methods of services to strengthen the cohesion,pregnancy and referral information.Fourth,providing auxiliary service to the elder in the form of medical care,life care and spiritual satisfaction family services,to the combination of medical care,family physician,and activities participate.Fifth,providing special service to special groups in the form of occupation planning,psychological counseling,family rights protection,by occupation education,psychological education,the construction of people's livelihood and pension service construction.Finally,this study suggests that we should promote grass roots network transformation,to adapt to the new situation.Rationalize the management system,to keep the balanced development of health and family planning.Improve the interest oriented policy,to safeguard the rights of special groups.Improve the subsidy standards of basic technical services,to enhance the enthusiasm of the staff and the satisfaction of the masses.Play a role in social public welfare events,to strengthen the concept of social governance innovation.Explore the Internet of maternal and child health service mode,to share information.It is innovative for this paper to provide reasonable suggestions for the transformation of the network service pattern,under population policy adjustment,agency integration,innovative governance and "Internet +".However,the research need to be further improved.Because the variable policy,the limited scope of empirical research.
