At this stage,fairness and justice is an important basis for building a harmonious socialist society in China.Education,as an indispensable link in the progress and inheritance of mankind from generation to generation,is related to the future and hope of a country’s people.As the basic part of national education,basic education is extremely important for individuals and countries.As a functional department,the government has the obligation to provide,guide and properly allocate basic education resources.In the multi-party discussion,the management function of the local government cannot bypass the responsibility of regulating the allocation of educational resources at the county level.It is the mission,the responsibility,the courage to do for the rise of the country,and the ardent expectation of the people and students.Therefore,the optimal allocation of basic education resources within the county has both theoretical and practical significance.By means of questionnaire survey,field interview,online public information query,and relevant literature collation,this paper deeply studies the actual situation of the development of basic education in P County,Shanxi Province,and analyzes and explores the strategies for optimizing the allocation of basic education resources in P County.It is expected that the government of P County can actively play its own management functions in the future,properly allocate and coordinate the basic education resources of P County,so that everyone can feel the full equity of education.At the same time,it is also expected that the fair and reasonable allocation of education resources in P County will further promote the development of regional social civilization,improve the quality of the whole people,and contribute to the great rejuvenation of the Chinese nation.This study first found the following problems in the current allocation of basic education resources in P County through questionnaires and interviews:(1)The allocation of education funds is unreasonable and the publicity and supervision process is missing.(2)The space configuration of educationsoftware and hardware facilities is uneven.(3)The teacher resources and educational management talents are in short supply and the space allocation is unreasonable.Then combined with the interview content,the author analyzed and summarized the causes of the above problems by using the theory of education equity and the theory of public choice.Finally,based on the theory and personal work experience,the following targeted programs are proposed to improve the current situation of the lack of equity in basic education in P County: iteration of the concept of basic education investment,tilt the government’s public funds to the education field;Establish and improve the supervision and accountability mechanism of capital investment,and improve the rationality and efficiency of educational capital allocation;Establish a compensation mechanism for the weak areas of education in P County,and narrow the existing differences in urban and rural education by administrative means;Carry out the county wide educational integration reform,and promote the information sharing of educational resources with the help of the Internet platform;Improve the teacher training system,especially increase the frequency and intensity of rural teacher training.The purpose of this paper is to improve the current situation of unreasonable allocation of basic education resources in P County,improve the overall level of basic education in P County,and provide scientific reference for the efficient and reasonable allocation of county education resources in China.
