Since the 19 th CPC national congress,socialism with Chinese characteristics has entered a new era.The principal contradiction in our society has been transformed into the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.General Secretary Xi Jinping pointed out that "we must gather outstanding talents from all walks of life,both at home and abroad,in the great struggle of the Party and the people,with the wisdom of knowing people,the sincerity of loving talents,the courage of using talents,the magnanimity of toleranting talents,and the wisdom of gathering talents." Good talent work has a strong foundation for the country's economic and social development.To achieve the goal of "two hundred years",we must lay a good foundation for talent work,deepen the reform of talent development system and mec hanism,and speed up the construction of a strong talent country.In the background of enterin g a new erawhen Talent competition is more and more fierce and Northeast China is suffering from the serious brain drain,Liaoyuan City has carried out the strategy of Strengthening the city with talents in depth,and has made a beneficial exploration on the Talent introduction.Taking the talent introduction in Liaoyuan City as an example,this paper chooses Masl ow's hierarchy of demand theory,Schultz's theory of human capital and the "push-pull" theory of population transfer as the core theory of the paper.On the basis of a thorough study of Li aoyuan's talent introduction practice,this paper puts forward such problems as weak pertinen ce,insufficient joint efforts,insufficient platforms and difficulties in retaining talents,and anal yses the causes of these problems,such as inadequate understanding,imperfect mechanism,inactive policies and archaic systems.Finally,on the basis of analyzing and studying the local problems and reasons,and drawing lessons from domestic and foreign practices,six countermeasures and suggestions are put forward to improve the talent introduction work in Liaoyuan City:To establish the idea that talent resources are the first resource;According to the needs of development,adjust the industrial structure and define the plan of talent introductionTo consolidate the economic basis of talent recruitment;To build up the economic basis of talent attraction.We should give full play to the policy-oriented function to promote the introduction of talents;We should improve the mechanism of talent development.
