Difficulties And Solutions To The Implementation Of The College Students' Entrepreneurship Policy Under The New Era

The report of the Nineteenth National Congress of the Communist Party of China points out that the social contradictions in our country have changed into "the contradiction between the people's growing need for a better life and the unbalanced and inadequate development".The report pays great attention to employment.The Party Central Committee and the Government formulate relevant policies and positive measures for employment and entrepreneurship to promote the employment of College students.With the rapid increase of employment pressure and the relative maturity of social and economic development,entrepreneurship policy comes into being.Encouraging innovation and entrepreneurship is an important strategic choice for the Party and the state.College students' independent entrepreneurship policy is an important means of "mass entrepreneurship,innovation" in China,and it is of great significance to promote employment.As an important public policy,the policy of College Students' independent entrepreneurship must have a deep understanding of the concepts of public policy,policy implementation and policy of College Students' independent entrepreneurship.Under the framework of public policy implementation process theory and employment promotion theory,the policy of College Students' independent entrepreneurship in Suzhou must be carefully studied.After all,we should really realize the policy effect of promoting employment.Suzhou is a high-speed economic development city in Jiangsu province or even in China.This paper makes a comparative study on the policy of independent entrepreneurship of college students in different districts and cities of Suzhou,summarizes the main characteristics of the policy of independent entrepreneurship of Suzhou,and then finds out the problems of the policy of independent entrepreneurship of college students through the investigation and analysis of the satisfaction of the policy of independent entrepreneurship of college students in Suzhou.Combining with the survey data,this paper makes an in-depth analysis of the factors affecting the implementation of College Students' independent entrepreneurship policy.The study finds that the key factors affecting the implementation of the policy are the lack of institutional safeguards,policy implementation agencies,policy target groups and policy implementation environment for college students.Finally,aiming at the above factors,this paper puts forward some countermeasures and suggestions to solve the dilemma of the implementation of College Students' independent entrepreneurship policy,such as strengthen the effect of policies,establish and improve the implementation mechanism of policies,strengthen publicity of the policies,improve the effectiveness of the implementation,and create a favorable policy environment.So as to improve the efficiency of the implementation of College Students' independent entrepreneurship policy and achieve the goal of "mass entrepreneurship,universal innovation".
