National education reform and development plan(2010-2020)propose that aim at improving the teacher management system.Improve and optimize the teacher access system and supervise teacher entrance strictly.” Teacher qualification system,which is an important component of the teacher management system,shows the rules and example behaviors for citizens in the process of obtaining the qualification as a teacher.Teacher qualification system,which began in the early 1990 s,has made prominent contributions to the construction of teaching staff.The teacher qualification examination should be improved with the development of community economy.This study working on reflecting the improvement of the teacher qualification system in our country by means of studying the teacher qualification system of primary and secondary schools.Basing on the literature study,combing with the theory of teachers professionalization and using the method of interviewing teachers to explore the existing problems of the teacher qualification system in China.Use the system effectiveness theory to analyze the reasons for these problems.Premised on the standards of teachers and the reform of vocational certification,specific strategies is put forward,which are aimed at improving the teacher qualification system of primary and secondary schools.This study consists have five parts.The first part is the introduction,the main content is to analyze the research problem,elaborate the research background,introduce the research method,carry on the literature review,and define the related concept.The second part included two parts,the first part describe the developing progress of the teacher qualification system and the second part analyze itself.The third part is concludes the existing problem of the teacher qualification system.This part analyzed the problems from three aspects.The forth part shows the reasons that cause the problem.The reasons were given by the theory of efficiency analysis.The fifth part is the improvement strategies of the teacher qualification system.Special strategies about improve the teacher qualification system is proposed according to the problems and reasons given above.
