Research On Inter-school Exchange Institution Of Teachers In Compulsory Education

At present,China has completed the popularization of nine-year compulsory education,but the contradiction of educational resources is increasingly prominent.The allocation of teachers to achieve balance of teachers within area is an important part of resolving conflicts.As a experimental city for the balanced development of compulsory education,Xiamen has established a system of inter-school exchange for teachers in compulsory education since 2009.In the past ten years,this system has been promoted from two districts to the whole city,continuously improving.Analyzing the system text,investigating the status quo,studing the institutional changes,finding problems,finding out the reasons,proposing solutions,will help to further promote and improve the system,promote the balanced development of education.It has great social,theoretical and practical significance.The main content of this paper includes the following parts.The first part is the introduction.With literature review and research design after raising research questions,this study formed the basic framework and research methods of this paper.The second part is the concept definition and theoretical basis.This study defined the important concepts involved in this article,and summarized the theory of institutional change,including the meaning and mode,the dynamics and mechanism,the process and the path dependence of it.The third part is the change of the inter-school exchange system for teachers in compulsory education in Xiamen.It reviewed the policy development and main types of inter-school exchange system for teachers in compulsory education in Xiamen,and analyzed the subject,dynamics,path and path dependence of the change.The fourth part is the investigation of the status quo of inter-school exchange system for teachers in compulsory education in Xiamen.It compiled questionnaires and interview outlines,conducted questionnaire surveys and supplementary interviews for teachers in the compulsory education stages in the six districts of the city,and fully analyzed the impiementation status of the system.The fifth part is the internal problem of the inter-school exchange system for teachers in compulsory education in Xiamen.It analyzed in detail the current six major problems.They are the slow progress of policy promotion,the long road to the Model of " District Management and School Usp",the long process of policy operation,the low target recognition,the more policy distortion,the difficulty in managing exchange teachers,the difficulty to carry out teaching and research,the poor results of the help,the difficulties in life,the inadequate logistics suppport,the less incentive measures,and the imperfect supervision measures.The sixth part is the cause of the inter-school exchange system of teachers in compulsory education in Xiamen.It dug deep into five major reasons behind the problems.They are the old "School People" thoughts and system,the fierce inter-school competition under the exam-oriented education,the differences in school-running conditions,the "Institutional People" system that lack of ability to go out and the gap between teachers'expectation and reality.The seventh part is the optimization path of inter-school exchange system for teachers in compulsory education in Xiamen.It put forward suggestions for improving and improving the system,namely,exploring and perfecting the teachers' position system,reducing the differences in school-running conditions,establishing regular survey and research mechanisms,organizing teaching research communication activities,and improving the incentive,punishment compensation and supervision mechanism.The eighth part is the conclusion.It summarized the research and looked forward to future research.
