Unfair problem on compulsory education in City and countryside severely exits in china. The unfair condition does not only display between the regions, but also displays between interscholastic inside the region. If we just let the present situation continue, it will cause our national relationship between city and countryside to develop in a more unbalanced direction, and it is quite disadvantageous to construct the harmonious socialism society. The city and countryside second-hand economy policy is the economic basis to form the unfair problem on our National City and countryside compulsory education development. The system of"the graduation school"directly causes our National City and countryside compulsory education development to be unbalanced. The installation of focus and non-focus system formed the unfair development in the internal of compulsory education. Therefore, under the original system, the bias of education policy, the insufficiency of education resource, the backwardness of the education ideas causes the unfairness of compulsory education in city and country.The second part.
