Unfair problem on compulsory education in City and countryside severely exits in china. The unfair condition does not only display between the regions, but also displays between interscholastic inside the region. If we just let the present situation continue, it will cause our national relationship between city and countryside to develop in a more unbalanced direction, and it is quite disadvantageous to construct the harmonious socialism society. The city and countryside second-hand economy policy is the economic basis to form the unfair problem on our National City and countryside compulsory education development. The system of"the graduation school"directly causes our National City and countryside compulsory education development to be unbalanced. Therefore, it does not only have the universal moral significance, but also has profound social practical significance to promote fair development of the city and countryside compulsory education.The article is concerning about promoting the city and countryside compulsory education's balanced development, and realizing the fairness of the compulsory education. So this paper divides three parts to launch the concrete researching.The first part, it demonstrates our city and countryside's unfair developed situation, and analyze the reason. Considering the current situation of our city and countryside's compulsory education, the paper points out that the t fairness of our city and countryside compulsory education mainly embodies in three aspects: first, the government subjectivity of the investment system about the compulsory education is unfair, under the original investment system, the higher education can first guarantee, the city's compulsory education can be prior to develop. Second, the following expansibility of duality institution about compulsory education in city and countryside is unfair. Analyzing the institutional reason that our compulsory education in city and countryside formed not balanced; for education source's deriving and assignment results, for enrolled students'educational expenditure on average; it affected facilities, conditions and quality of the compulsory in city and countryside, and then influenced the victory and the defeat of the city and the countryside's students in higher stage for the competition making them entering a higher school. Third, the intermediary of education source about focus and non-focus system in compulsory education is unfair. The installation of focus and non-focus system formed the unfair development in the internal of compulsory education. Therefore, under the original system, the bias of education policy, the insufficiency of education resource, the backwardness of the education ideas causes the unfairness of compulsory education in city and country.The second part. Analyze the intrinsic connection between the new compulsory education system and the city and countryside compulsory education fairness. Publicize, unify, and qualify compulsory education implementation. Construct compulsory education expenditure safeguard mechanism. Implement compulsory education qualification. Adjust the compulsory education investment structure earnestly. Guarantee the main channel function of national education investment. Plan country and all levels of the government's responsibility in compulsory education scenically, implement the free system of the compulsory education gradually. It will have significant influence in our country modernization,the harmonious social construction and our country's future social trend to promote balanced development of the city and countryside compulsory education, and realize the compulsory education fairness.The third part, Carry on the preliminary discussion on countermeasure to solve the unfair problem about our National City and countryside education development. that is to implement the financial safeguard mechanism of the city and countryside different investment,further advance the countryside elementary and middle schools' standardized construction,set up some outstanding Voluntary schools conditionally and optimize the construction of teacher's troop of the countryside compulsory education.
