Since the 18th National Congress of the Communist Party of China,the CPC Central Committee has steadily implemented the strategy of invigorating the country through science and education and strengthening the country through human resources,thoroughly implemented the education priority policy,continuously increased investment in education,and continuously improved the overall level of education development.According to the report of the 19th National Congress of the Communist Party of China,building a strong country in education is a basic project for the great rejuvenation of the Chinese nation.We should always give priority to the development of education,continue to promote education reform,and run education to the satisfaction of the people.In September 10,2018,general secretary Xi Jinping made a major strategic plan for giving priority to the development of education and speeding up the modernization of education at the national education conference.In the new era,it is necessary to clarify the core position of education in social and economic development,give priority to financial investment in education,and allocate public resources to meet the needs of education.It is necessary to keep moving forward to the road of educational connotation development,and gradually realize educational equity.Chinese rural compulsory education is deeply rooted in the modernization process of social and economic development,embedded in the great vision of education modernization.Compulsory education is the foundation project to improve the quality of the whole society and realize the rejuvenation of the Chinese nation.Improving the quality of compulsory education is the core part of realizing education equity,and the allocation of education resources is the starting point of realizing education equity.How to effectively improve the efficiency of the allocation of rural compulsory education resources on the basis of ensuring the fair allocation of rural compulsory education resources,and realize the balanced development of urban and rural compulsory education are the key issues to be paid attention to in the "post compulsory education" period.Therefore,the purpose of this paper is to measure the efficiency of rural compulsory education resource allocation in China as a whole and four major sectors,identify the influencing factors and analyze the internal mechanism in depth.This paper is divided into six parts.The first part is the introduction.On the basis of expounding the background and significance of this paper,this paper puts forward the practical necessity of studying the efficiency of resource allocation of rural compulsory education,then combs and summarizes the domestic and foreign research literature on the efficiency of resource allocation of rural compulsory education,introduces the research ideas,contents and framework of this paper again,and finally points out the innovation of this paper.The second part is the definition of concept and basic theory.Firstly,it defines the connotation of efficiency,educational resources and educational resources allocation.Secondly,it systematically combs the theory of public goods,human capital,Pareto efficiency,educational supply and demand,which provides an important theoretical support for the study of rural compulsory education resources allocation efficiency.The third part is the theoretical analysis framework of the allocation of rural compulsory education resources.This part expounds the ways and principles of the allocation of rural compulsory education resources,and puts forward four objectives of the allocation of rural compulsory education resources,namely,to effectively improve the quality of rural compulsory education,improve the utilization rate of educational resources,improve the level of education supply of local governments,and promote the balanced development of urban and rural compulsory education.The fourth part is the empirical exploration of the efficiency of rural compulsory education resource allocation.By establishing the evaluation system of resource allocation efficiency of rural compulsory education,this paper uses DEA method to measure the resource allocation efficiency of rural compulsory education in 31 provinces(regions)of China.The fifth part is the analysis of the influencing factors of the resource allocation efficiency of rural compulsory education.Tobit model is used to identify the key factors that affect the efficiency of rural compulsory education resource allocation and analyze its internal mechanism.The sixth part is the conclusion and policy suggestions.Based on the conclusion of this paper and the empirical results,this paper puts forward some policy suggestions to improve the efficiency of the allocation of rural compulsory education resources:breaking the dual structure of urban and rural education,removing institutional constraints;promoting the reform of education supply side,promoting the development of urban and rural education equalization;reasonably allocating education resources,making up the short board of rural education development;insisting on the construction of rural teachers' team.Develop position first,etc.The results show that:?From 2008 to 2017,China's rural compulsory education resource allocation efficiency generally maintained a steady and progressive development trend,and the efficiency value was in the range of 0.900.As far as the four major sectors are concerned,the efficiency of resource allocation of compulsory education in Northeast China is obviously higher than that in central and Western China and eastern China.?Through the static measurement of the efficiency of resource allocation of rural compulsory education,it is found that the average efficiency of resource allocation of rural compulsory education in China is 0.893,which is in a non effective state,and the resource allocation of rural compulsory education has been over.In the process,there are still some problems such as redundancy of educational input factors or low efficiency of utilization;?Using Tobit model to analyze the influencing factors of rural compulsory education resource allocation efficiency,it is found that rural development vitality,local government's concern for education,urbanization level have a positive impact on rural compulsory.education resource allocation efficiency,and local economic development level has a negative impact on it.And each plate is restricted by different factors.Combining theory and practice,this paper provides theoretical and empirical reference for the improvement of resource allocation efficiency of rural compulsory education in the future,which has important practical significance for the development of China's overall education.
