Research On Allocation Efficiency Of Compulsory Education Resources And Its Influencing Factors In Hebei Province

With the rapid development of Beijing-Tianjin-Hebei integration,the allocation of compulsory education resources has also become an important issue urgently to be resolved in the current development of Hebei Province.This article focuses on the specific region of Hebei Province,which is the weakest in the integration of Beijing,Tianjin and Hebei,analyzes and evaluates the efficiency of compulsory education resource allocation in Hebei Province and its influencing factors,and enriches the relevant theories of the analysis of education resource allocation.Scientifically and rationally allocate compulsory education resources and put forward suggestions and countermeasures to better promote the development of local compulsory education.First,on the basis of the research on the concepts and theories of compulsory education resource allocation,from the three major aspects of financial resources,human resources and material resources,combined with specific data to describe the status of compulsory education resources allocation in Hebei Province.Then,according to the principles of comprehensiveness,science and feasibility that the evaluation index system should follow,the evaluation index system of resource allocation efficiency of compulsory education in Hebei Province was established.Then use the classic DEA model to calculate the relevant basic data of the input and output indicators of Hebei Province’s compulsory education resources allocation from 2005 to 2017,and use DEAP2.1 software to calculate the annual data of Hebei Province from 2005 to 2017.The total technical efficiency value,pure technical efficiency value and scale efficiency value of DEA were analyzed from two perspectives of overall and classification,and it was found that there are indeed differences in the efficiency of resource allocation for compulsory education in Hebei Province in the past 13 years.Next,this article establishes the Tobit model to perform regression analysis on the hypothetical factors that affect efficiency,so as to analyze the specific reasons for the difference in efficiency.The results of the model show that,in addition to the local economic development level,the local population,the scale of compulsory education,and the level of teaching teachers are factors that have a significant impact on the efficiency of compulsory education resource allocation in Hebei Province.Finally,according to the results of the empirical analysis of the efficiency of resource allocation for compulsory education in Hebei Province,many suggestions for the development of compulsory education in Hebei Province were proposed.In terms of financial resources,it is mainly to ensure the realization of the "three growths" of education funding,increase the source of education funding,and to improve the management,use,and supervision system of compulsory education funding in Hebei Province;Changes,further optimizing the layout of compulsory education schools,and exploring ways to train teachers,optimizing teacher treatment and improving incentive mechanisms;material resources are mainly for governments at all levels to formulate reasonable standards for campus planning,school buildings and the collection of school books Increase investment in teaching instruments and equipment,innovate teaching methods,and improve the school’s teaching level.
