With the advent of the era of knowledge-based economy,scientific and technological talents,as an important force leading local economic development and industrial optimization and upgrading,have been paid more and more attention by the governments.Local governments have introduced new policies for talent,and launched a war for talent.But at the same time,there are also a series of problems such as blind introduction,unclear positioning and unbalanced development.In order to improve the local governments' talent efficiency,it is particularly important to timely carry out the evaluation and optimization of the policy effectiveness of scientific and technological talents.However,the existing evaluation focuses more on the output of factual data and less on value judgment.This paper tries to evaluate the effectiveness of local governments' science and technology talents policy from two aspects of facts and value judgment.Based on the previous studies,this paper constructs an evaluation model of policy effectiveness of science and technology talents from two perspectives of value and acceptance,and takes S City as an example for empirical analysis.It is found that the scientific and technological output of S City has achieved remarkable results from 2006 to 2016,and the efficiency index showed a continuous upward trend.The acceptance of scientific and technological personnel policy is generally at a good level of 3.58 points,but there is still much room for improvement.The high-efficiency value of science and technology talent policy mainly includes four aspects:remarkable effect of innovation platform,steady improvement of talent environment,rapid growth of total talent,continuous optimization of talent structure,overall improvement of innovation ability,enhancement of industrial competitive advantage,greater freedom of talent flow,in-depth development of Industry-University-Research collaborative innovation.At the same time,the dilemma of policy inefficiency lies in the following five aspects:a slight reduction in scientific research results,difficulty in breaking through R&D capabilities,unbalanced talent system,high degree of policy inclination,unreasonable assessment criteria,difficult to convince the public of incentives,inadequate implementation of safeguards,high pressure on project risks,unbalanced distribution of resources and great differences in the development of the main body.The main reasons are the deviation of policy idea,the unsystematic policy content and the imperfect operation mechanism.The scientific and technological level of S City is in the forefront of the whole province,and its superiority in implementing scientific and technological talents policy has a good reference significance.The existing problems and causes are also of strong commonality and representativeness.Therefore,on this basis,this paper summarizes the optimization path of the policy effectiveness of local government's scientific and technological talents from three aspects of concept,policy and operation mechanism,with a view to evaluating the policy of local government's scientific and technological talents.Estimation and optimization provide some reference.
