The 18 th Congress of China’s Communist Party clearly pointed out that we should gather the talents to the cause of our party and country, ensuring the development of the cause of our party and the people’s fundamental move. Talents are the backbone of development of productive forces, who create and disseminate knowledge. Since the new century, the competitiveness of national economy ultimately is the competition of science and technology, and science and technology talent has become a scarce competing resource between countries and regions. The competition of talents’ eco-environment has become a decisive factor in attracting talents, the lag of the eco-environment talents’ construction would inevitably lead to the loss of regional talent.It is also difficult to cultivate high-level talents and it will affect the development of the economy of the region ultimately.This paper focuses on eco-environment of science and technology talent in Shandong Province. On the basis of reviewing and analyzing on relevant literature, learning from and absorbing the human resources development, science and technology innovation theory, the hierarchy of needs theory, double factors theory, ERG theory, value chain and ecological chain theory and so on, constructing the ecological chain of science and technology talent, interpreting the connotation and the mechanism of regional eco-environment of science and technology talent formation. Construction of the theoretical analysis framework of eco-environment of science and technology talent from six factors, which contained economic basic environment, social security and services, higher education environment, science and technology system environment, open environment and urban living environment. On this basis, extracting and screening indexes from six dimensions to construct evaluation index system eco-environment of science and technology talent, respectively from the macro(Shandong Province), medium(17 cities) and micro(individual and organization) three levels in eco-environment of science and technology talent of Shandong Province for empirical analysis. First of all, using of entropy method and model of sustainable development to analyze and evaluate eco-environment of science and technology talent of Shandong Province on the whole from 2006 to 2013. Results showed that the development of eco-environment of science and technology of Shandong Province is unstable on the whole. The degree of sustainable development is generally weak and it has a decreasing trend. Development degree was increasing year by year. Coordination degree was improving year by year. Sustainability degree was gradually weakened. Furthermore, using of average weighting method and WRSR to evaluate and analyze the eco-environment of science and technology talent of the 17 cities in Shandong Province further of 2014. The results showed thatQingdao, Jinan and Yantai belong to the dominant area, most of their first-grade indicators have an absolute advantage. Liaocheng and Heze belong to disadvantaged area, most of their first-grade indicators are relatively weak. Weihai, Weifang, Zibo and other ten cities belong to the mid-range area, only a few first-grade indicators of these cities are relatively strong, many first-grade indicators still require further optimization, there is still much room for improvement.Then, this paper based on the theoretical framework of eco-environment of science and technology talent, which contained six dimensions. From the micro-level to design the subscale questionnaire of eco-environment of science and technology talent which contained six dimensions and organizational commitment for technology talents, 213 valid cases data were empirical analyzed by SPSS 22.0and liseral l8.7 which is based on the structural equation modeling(SEM). Results showed that economic basic environment and urban living environment may directly affect organizational commitment for technology talents, and have a great influence. Social security and service, higher education environment and open environment have a indirect affect on organizational commitment for technology talents through science and technology system environment. Finally, learning advanced experience on the construction of eco-environment of science and technology talent from the United States, Japan, Britain and the three countries as well as Jiangsu, Shanghai, Guangdong and Zhejiang provinces. we can put forward some corresponding optimization ideas and measures to the eco-environment of science and technology talent of Shandong Province, such as substantial improvements in the material basis of the conditions of science and technology talent, adjusting relevant science and technology personnel policy timely, creating a service platform for science and technology talent to exchange information, improving the investment mechanism of talent, establishing a liberal flow of talent environment, the development of liberal immigration policies, introducing the foreign technology professionals vigorously, and further optimizing the environment for technology professionals.
