Chinese economy has developed at a high speed since the Reform and Opening showed up,but conflicts of various interest groups have become more serious,the society has become more and more complex,so it's urgent to search for professional ways and methods to solve those social problems,meanwhile the professional role of social workers in social governance has become more prominent.In October 2011,the Central Committee of the Communist Party of China promulgated The Opinions on Strengthening the Construction of Professional Talents in Social Work and The Medium and Long-Term Plan for the Construction of Social Work Talent Team(2011-2020)in 2012,which is aimed to cultivate a social worker team and promote social governance and construction by constructing a social worker policy system.As a frontier city for reforming in China,Shenzhen not only promotes the rapid development of its economy effectively,but attaches great importance to the governance of the social sector.In October 2007,Shenzhen Municipal Party Committee and the Municipal Government formulated the “1+7” document for the development of social work.Shenzhen was affirmed by the central government because social workers provide services and participate in social governance.In 2009,the Ministry of Civil Affairs signed The Agreement on Promoting the Comprehensive Supporting Reform of Civil Affairs with Shenzhen,which clearly demanded that Shenzhen should be built as the experimental field for the construction of the social workers in China.Since then,Shenzhen has successively issued a series of documents to create a better policy platform for the development of social workers.The thesis takes this as an opportunity and the author will deeply study the development policy of social workers in Shenzhen.Based on the perspective of professionalism,the author will construct the theoretical analysis dimension of the social worker policy in this paper — the professional rights dimension,the professional obligation dimension,and the professional management dimension.Qualitative research method will be adopted inthis paper,and the author collects and sorts out 31 policy texts of Shenzhen from 2007 to 2018,then uses the three analytical dimensions to evaluate and analyze the workers' policies.The thesis also explores the dilemmas and constraints in the implementation process of the social worker policy by interviewing some social workers,and proposes the optimization and improvement suggestions for the social worker policy based on the research results.
