The Study Of Nanhai,Foshan’s Talent Development Environment

With the economic grows in defferent cities,talents have become a powerful engine of promoting economic development,which has become the consensus of the central government and much more cities.Because of the talents are limited,cities unavoidably competited for them.The city which can get the much talents rescources,which can be standing out in the competition in the coming future.A city to the talents which is attrctive enough or not,not only depends on its material condition,but also depends on its integrated environment.For located in central of the Pearl River Delta,Nanhai District of Foshan City’s economic development speed is remarkable.In the "New Normal",all kinds of opportunities and challenges exist, Nahai wants to seize the opportunity for further development must rely on the power of talents.So it’s significan to study how to improve the attractiveness of Nahai’ talent development environment and how to attrcact more talents and retain the existing talents to speed up the development of local economy and enhance the long-term competitiveness.So,this paper presents a talent development environment evaluation index system in reference on the research of different scholars.The index system contains the first class indicators from six factors, economic environment, science and technology education environment, entrepreneurial environment, human resources market environment, social security environment,basic living environment and sevreral second class indicators.And empirically study the talent development environment of Nanhai District from both macro and micro analysis perspectives.For the macro analysis, this paper analysis the current situation of Nanhai’s talent development environment, then using the static comparison from the transection data of Nanhai District and other districts and cities, to obtain objective knowledge of the Nanhai’s talent development environment; for the micro analysis is according to the index system to design the Nanhai’s talent development environment survey questionnaire.Conducting a questionnaire survey in different groups of Nahai people,then master the appraisal opinion of the talents in the Nanhai about Nanhai ’s talent development environment.Through the macro and micro analysis in study,Nanhai’s attraction to the talents isn’t really good enough,and compare with Kunshan, Changshu, Zhangjiagang,Jiangyin, as well as Shunde district in Foshan City and so on high level of development and similar development mode cities,does not have any competitive advantage.Also,through the questionnaire survey of the talents,the author also found that the talents have good evaluation about Nanhai’stalent development environment in economic environment, talent market environment, basic living environment, etc., but in terms of science and technology education environment, entrepreneurial environment, social security environment with less satisfaction.Therefore, the author suggests Nanhai could focus on accelerating economic restructuring and development, enhancing investment in science and technology education, creating innovative entrepreneurial atmosphere, playing the role of the talent market, increasing social security,improving the living standard of talents, these six and more aspects to improve the talent development environment,in order to attract and foster more talents, then bring the economic development of Nanhai to a new level.
